सूक्ष्म,लघु और मध्यम उद्यम (MSME) 6 करोड़ से अधिक इकाइयों के साथ भारतीय अर्थव्यवस्था का एक अत्यधिक जीवंत और मजबूत क्षेत्र है, जो कि कृषि क्षेत्र के बाद सबसे अधिक 11 करोड़ से अधिक लोगों को रोजगार प्रदान करता है, जिसकी सकल घरेलू उत्पाद में 28% और निर्यात में 40% हिस्सेदारी शामिल है। अन्य क्षेत्रों की तरह, MSME भी कोविड के दौरान उत्पादकता के मामले में प्रतिकूल रूप से प्रभावित हुआ हैं, इसलिए MSME की दक्षता और उत्पादकता को आर्थिक विकास के समग्र उद्देश्यों के लिए प्राप्त करने और भारतीय अर्थव्यवस्था की V शेप रिकवरी के लिए बेहद महत्वपूर्ण है।

भारत में सूक्ष्म, लघु और मध्यम उद्यमों के लिए राष्ट्रीय नीति का मसौदा प्रतिस्पर्धात्मकता, प्रौद्योगिकी उन्नयन, इंफ्रास्ट्रक्चर, क्लस्टर विकास, समर्पित ऋण, उत्पादों की खरीद और एमएसएमई को वित्तीय सहायता प्रदान करने के लिए अब तक किए गए विभिन्न उपायों में शामिल है।

सूक्ष्म, लघु और मध्यम उद्यम मंत्रालय ने मसौदा नीति पर सुझाव एवं विचार साझा करने के लिए हितधारक, उद्योग संघ, एमएसएमई इकाइयों और आम जनता को आमंत्रित किया है। इसका उद्देश्य सूक्ष्म, लघु और मध्यम उद्यमों के लिए अनुकूली और समावेशी राष्ट्रीय नीति तैयार करना है।

Kindly care constitution rule which is passed. If it is decided that needs to banifit for poor than go ahead for helping them without seeing the benifit of richer and develop the poor students and the families who have trying to or fighting for earnings. Who have no house or nor any other opportunities or apply for a job also has completed over the ages to join a job for care a small families. I think that all bank has followed government not for their own business. It is only fit for the private banks. Government bank has always said to their customers that they have not any information about this types of scheme. Some bank has holdings this types of scheme they wants various documents for apply a loan, which is not possible for fresher students and a sabjiwalla, panwalla thellawalla, kelawalla, macliwalla etc.

We can have major improvements related to Issue and Clearance of Cheques as per International Standards. I have attached an article on how we can proceed to achieve the same.

Moreover, I would suggest going one step further by putting a standing instruction on the said bank account on which the cheque is drawn, such that any additional funds received would first automatically go towards clearing the full amount as mentioned on the cheque and in case of multiple cheques, every one would be settled in a chronological sequence based on the day and time of its introduction in the banking clearing system. This will completely eradicate the menace of cheque bouncing and the cheque holder can deposit the cheque on the date mentioned on the cheque without any confirmation from the cheque issuer.

International Experiences :

According to World Bank, formal SMEs contribute up to 60% of total employment and up to 40% of national income (GDP) in emerging economies.

600 million jobs will be needed in the next 15 years to absorb the growing global workforce, mainly in Asia and Sub-Saharan Africa.

In emerging markets, most formal jobs are generated by SMEs, which also create 4 out of 5 new positions.

However, access to credit remains a major problem to the MSME sector globally.

In globalised world, it is imperative to enable MSMEs to adapt and thrive in a more open environment and participate more actively in the digital transformation, to boost economic growth and deliver a more inclusive globalisation.

we need an entitlement approach that can have the potential of compelling all related stakeholders to work on a common national agenda and solutions under a scientifically structured framework. This approach demands the identification and analysis of major security threats to the MSMEs, and entrepreneurship at the grass root level.

5. Sensitisation and handholding of MSMEs at different and upgraded level of certification is the need of the hour.

I am a Tax Consultant by Profession & I would like to inform you regarding the current market scenario in brief.

As of today, the most critical area for any business or profession is that either payment from customers is not being received on time or sometimes, payment is not received at all. I have attached an article which I have come across on how to resolve this issue on a national level. Further, the government can also rake in revenue from this particular economic measure.

There are 2 things which I want to highlight is that first, this initiative has to be on a national level, solely managed by the Government of India and second, there has to be an Act passed by Parliament giving it legal status and the promotion of this initiative can be 'Break the Credit Chain'.

I am very hopeful that this measure will be adopted and implemented on PAN India Level at the earliest for the benefit of all MSMEs.
