A few observations and points are given in attached document. May be useful

The plan is a welcome measure it needs some more addition the planning component should include bottom level approaches through websites where people can post their needs in an effective way and in effectively monitoring the implementation GI tagged sites and projects should be made open access to people, budget allocated for every block and village should be displayed in a user friendly manner so that a citizen know what are the schemes and programmes going on ,

One more suggestion about Human resources for MISSION ANTYODAYA,Government can consider of getting voluntary services from the retired Govt. emloyees.teachers,private employees by identifying some tasks like preparing database,data entry,different surveys to workout strategy for DP,evaluation surveys,PERFORMANCE measurement surveys etc.Now a days such type of manpower is available in villages and they have problem of time passing therefore their voluntary services shall be utilised.

In continuation to my submission of date 02-11-17,I would further like to add to my suggestion about new age human resources requirement possessing managerial and technological skills for MISSION ANTYODAYA.In this connection I have attached two pages.I also emphasise that spiritual force shall also be used for rural development mission, which is a mission to serve MA BHARATI.

First of all GRAMSABHA shall be accepted as a basic unit where DP will be discussed in detail and just like this MY GOV website new ideas will be invited and discussed and a plan will be developed for GP unit under MISSION ANTYODAYA,this will form basis of convergence of govt.funds and efforts to make poverty free India.

It is a good proposal that Gram Panchayat will be direct monitoring a central govt.
Mission .However to make it fullproof Block Development Officer of each block should be guided to cover all the beneficiary in his block.Reason being Panchayat offices headed by SARPANCH are always biased to certain political parties(after election in panchyats every political party claim their victories)

It is a good proposal that will help to usher development and
progress in a big way at the grass root levels which is paramount
to overall development and progress of the country.
