आभासी करेंसी का परिचालन जो डिजिटल/क्रिप्टो करेंसी के रूप में भी जाना जाता है, एक चिंता का विषय रहा है। इसे समय-समय पर विभिन्‍न मंचो पर भी अभिव्‍यक्‍त किया गया है। भारतीय रिजर्व बैंक ने दिनांक 24 दिसंबर, 2013 और 1 फरवरी, 2017 की अपनी प्रेस विज्ञप्‍तियों के जरिए बिटक्‍वाइन सहित आभासी करेंसी के उपयोगकर्ता, धारकों और व्यापारियों को इसके वित्‍तीय, प्रचालनात्‍मक, विधिक, ग्राहक सुरक्षा और सुरक्षा संबंधी उन संभावित जोखिमों के बारे में सतर्क कर दिया है।

मौजूदा ढांचे को जांचने के लिए आर्थिक कार्य विभाग, वित्‍त मंत्रालय ने 15 मार्च, 2017 को विशेष सचिव (आर्थिक कार्य) की अध्‍यक्षता में एक अंतर अनुशासनात्‍मक समिति गठित की है इसमें आर्थिक कार्य विभाग, वित्‍तीय सेवा विभाग, राजस्‍व विभाग (सीबीडीटी), गृह मंत्रालय, इलेक्‍ट्रानिक्‍स और सूचना प्रौद्योगिकी मंत्रालय, भारतीय रिजर्व बैंक, नीति आयोग और भारतीय स्‍टेट बैंक के प्रतिनिधि भी होंगे।

समिति (i) भारत और विश्‍व दोनों में आभासी करेंसी की वर्तमान स्‍थिति का पता लगाएगी (ii) आभासी मुद्रा को अधिशासित करने वाले मौजूदा वैश्‍विक विनियामक और विधिक ढांचे की जांच करेगी (iii) उपभोक्‍ता सुरक्षा, धन शोधन इत्‍यादि मुद्दों सहित ऐसी आभासी मुद्राओं से निपटने के लिए उपायों को सुझाएगी; और (iv) आभासी करेंसी से संबंधित किसी अन्‍य मामले की जांच कर सकेगी।

निम्‍नलिखित प्रश्‍नों पर जनता से 31 मई, 2017 तक बेवसाइट MyGov.in पर टिप्‍पणी या सुझाव मांगे जाते हैं।

क) क्‍या आभासी करेंसी को प्रतिबंधित, विनियमित अथवा निगरानी में रखा जाए?

ख) यदि आभासी करेंसी विनियमित की जाती है तो:
i) उपभोक्‍ता सुरक्षा को सुनिश्‍चित करने के लिए क्‍या उपाय किए जाने चाहिए?
ii) आभासी करेंसी को व्‍यवस्‍थित रूप में विकसित करने को बढ़ावा देने के लिए क्‍या उपाय किए जाने चाहिए?
iii) कौन से उपयुक्‍त संस्‍थान आभासी करेंसी का निरीक्षण/विनियमन करें?

ग) यदि आभासी करेंसी को विनियमित नहीं किया जाए तो:
i) प्रभावी स्‍वत: विनियामक तंत्र क्‍या होना चाहिए?
ii) इस परिदृश्‍य में उपभोक्‍ता सुरक्षा सुनिश्‍चित करने के लिए क्‍या उपाय अपनाए जाने चाहिए?

And its a big turning point of economy & financial system in India. Cryptocurrency is a digital currency, which is supporting our PM’s mission of
Digital India.
If Japan can legalize it, why not India?
Why can’t India also walk with Japan and ahead from other countries?
So, please think positive, think globally and legalize Cryptocurrency in India.

We have not to ignore the benefits of Fintech/Digital currencies for a developing economy like us, which is taking global acceptance now. Government should take business of all digital currency's under strict observation with present KYC/AML policies and let them grow. Government can also take some steps for creating awareness among public regarding digital currencies.

Bitcoin based on block chain technology it is a powerful technology in whole world. Every country take advantage of crypto currency. It is a great chance and write time to regulate bitcoin in India. And its a big turning point of economy & financial system in India . bitcoin & Altcoin is future currency . 70 % development depend on cryto currency in India . It is important to regulate Virtual Currencies to address security concerns, without over-regulating. Over-regulation would drive VC activity underground. Intermediaries that enable Virtual Currency transactions should be regulated, rather than end-users. This would reduce the number of points of supervision, improving enforcement with minimal hindrance to business. These intermediaries should be subject to AML, KYC, anti-fraud and cyber-security regulation. Detailed comments are attached.

Digital India not accepting Bitcoin, this will be biggest joke of the century,USA,JAPAN,SOUTH KOREA and AUSTRALIA have legalised Bitcoin and some other super powers are considering to do same,if INDIA wants to flourish legalise it.
