There should be one centralised department to handle all such IT functions of country's various departments. Roles, responsibilities, accountability and authority of the IT department shall be clearly defined. This should not be mingled with military functions. Military can have one such department to cater Army, Navy and Air force. Since data security is very important aspect, extremely high security protocols shall be followed. Risk assessment shall be performed and control measures are to be included in Standard Operating Procedures. SOP requirements must be strictly followed. Intelligence teams should monitor indirectly their activities. Central Audit team shall be formed and yearly audit schedule shall be finalised. Arrange and conduct cross functional audits since same department audit team cannot perform their own audit. Non-conformitiy if any must be immediately complied.
