First of all there is no shortage of homes. Govt. Policies have created huge shortage by making houses unaffordable. Just implement following and by 2018 or earlier, every one will have home.
1. Remove all tax benefits on homes purchased for investment.
2. Impose tax @ stamp duty rate on home unsold by builders.
3. Impose tax @ 40% on profit by selling residential property within 3 years. @60% if sold after 3 years.
4. Home loan @20% for buying home just for investment.

Today corruption is very high in govt. Offices to eliminate the same govt. can make a system of payment for work by citizen in certain services like N.A. Permission. And in same case govt not have to pay any salary to officers. Officer can earn as much as he works as per govt. policy. By this double moneny spent by citizen as well as govt can be avoided and utilized in any important task by govt.

My view :Black Money: It works like a lubricant, a little is good but if there is lubricant only then no work at all. In India we are capital centric people. Govt and it's agencies all are some how having policies that support or work only with people having capital. Capital less people have no options or much struggle. Like no banking or liquidity supports if people running without capital. Now it rule our mental impression and so everyone is running for making capital by hook or by crook.

Different states should collaborate and work towards providing housing to all. In TN, Chennai the big building construction works are mostly done by people from Bihar, AP...They are often provided some temporary shelter in the construction sites.No one knows their living conditions there.Proper bathrooms/toilets facilities doesn't seems to be available from distance.They often seen taking bath near the road side pipes too.
