Going to shimla in train is too time consuming,since it takes more than 1 day to reach there and need train travel for more than 5 hrs. Reduce it by cheap air transport,Allow public to use the govt subsidy air transport at least once for a year.This encourage more tourist & more jobs.Build light weight cheap warm accommodation with good food made by machines. So it would not burden tourist pocket so more will come. Build more skating terrains, adventure there.Setup full health clinics for safety

Since shimla is a mountainous terrain, you can implement lot of winch service, for to to fro, in each main places like metro services. Implement lot of Wind mills, & solar installation for power generation. People mostly working as porters & lifters for their daily bread, so allow cheap light weight fork lifts, battery powered carriers to ease their lives. Always keep a good PDS for keeping them alive. Compulsory free education for poor till 12 th std.Incentives for girl kids education,&future.

Sir, it's really a requirement that we need to create newer opportunities in the existing fields for our youth employment such that more youth can apply, participate and gain just like small contractors do. We need save our youth from getting robbed of their energies for less wages. We need constant growth in all fields. We need issue based researchers. We need to keep our youth motivated to stay steadfast,proactive,belief in being truthful,spiritual and avoiding addictions to bodily desires

Shimla already has city sanitation plan, solar city plan, city mobility plan, high risk vulnerable index plan, city development plan, greenhouse gas emission inventory plan in place.But now, we need basic model considering these plans to take root in the city so that residents and tourists get all the smart city facilities.It is always better to keep city smart and to attract tourists so that it leads to revenue of the country.

Recycling plastic is big problem of Govt. I have one suggestion. In order to make smart city road more durable the Govt. can use the Recycle bottles, plastic bags, broken plastic material which is in waste form.
