OPPINTMENT , 2. TIME SLOT, 3. TOKEN SYSTEM. these are the 3 way ., I will explain it if this suggestions will taken into account

The majority of population in Bihar face the problem of flood but till date there is no solution. If there is atleast two major ponds made in each village to store the water then the major portion of water can be saved from turning in to saline water. Fisheries, Makhana etc can be grown at mass scale. Storage of water will may be a great step to stop migration and in making Atmanirbhar Bharat. Making relief fund and paying condolences for flood victims can't be a permanent step.

Government is not stepping ahead to permanently resolve water problem of farmers.
Day by day it's going to difficult to survive in current situation.

People should adapt counter measures against covid by changing their mindset & conscience instead by getting strict lockdowns from govt. Further you should make realize citizens to get united against china at this juncture and whatever possible they should do against. Maybe time will call us to get armed etc. Equally do farming etc and don't feel shy to earn your livelihood besides your status, lessen expenditure and live your life as a common man.
