The desirability of holding simultaneous elections for the Lok Sabha and Vidhan Sabhas has been discussed at various levels. A considered view is that simultaneous elections will not only keep alive the enthusiasm of voters, but will also result in huge savings to the public exchequer as well as avoiding repetition of administrative effort. It is also expected to control the expenses of political parties. Simultaneous elections will also avoid repeated enforcement of the Model Code of Conduct which affects administrative actions by the government.

President of India, His Excellency Shri Pranab Mukherjee has also expressed his views on the desirability of holding simultaneous elections. Speaking at a recent function, The President said that “With some election or the other throughout the year, normal activities of the government come to a standstill because of code of conduct. This is an idea the political leadership should think of. If political parties collectively think, we can change it.... The Election Commission can also put in their idea and efforts on holding the polls together and that will be highly beneficial”

Hon'ble Prime Minister Shri Narendra Modi has spoken several times on considering the feasibility of holding simultaneous Lok Sabha and state assembly elections. In two recent TV discussions, the Prime Minister reiterated this idea and invited a national debate on the issue.

Debate on the Issue - A Brief History

In India, simultaneous elections to the Lok Sabha (House of The People) and Vidhan Sabhas (State Legislative Assemblies) were organized in the years 1951-52, 1957, 1962 and 1967. Thereafter, however, the schedule could not be maintained and the elections to the Lok Sabha and the Vidhan Sabhas have still not been realigned.

The next General Election to the Lok Sabha is scheduled for 2019. Elections for the Vidhan Sabhas of 5 States are scheduled for 2017, for 13 States in 2018, for 9 States in 2019, for 1 State 2020 and the remaining are scheduled for 2021.

The issue of simultaneous elections was debated by the Law Commission in its 107thReport in 1999 (Reform of Electoral Laws) , where in it was mentioned that – “The rule ought to be one election once in five years for Lok Sabha and all Legislative Assemblies” ( Para 7.2.1.1 of the Report). Recently, Parliamentary Standing Committee on Personnel, Public Grievances, Law and Justice presented its 79th Report on ‘Feasibility of holding Simultaneous Elections to the House of People (Lok Sabha) and State Legislative Assemblies’ on 17th December 2015.

Several structural changes will need to be done in case a decision is made to conduct simultaneous election, including possibility of Constitutional amendments to Articles 83, 172, 85 and 174 to streamline the process.

Democracy also has a cost attached to it. We are all aware (incl Govt) that limit on expense, assigned to each candidate is only on paper but they spend much beyond (one can easily make out source of money).Further Govt spending also come from Tax Payers (large portion from Salaried and Pensioners) Hard earned money should be saved. All election Lok Sabha, Assemblies and Municipality should be together. Enough of Politics. Candidates should be screened for Public Service & not goodas vote banks

Simultaneous elections may give biased advantage to some political parties in some regions.
Regional leadership and central leadership is a different matter.
I feel that nation can save money by having one central loksabha election and one Vidhan Sabha election across all states simultaneously with a one year gap.
This will preserve regional diversity and also save time and money and unbiased view of public.

Yes there should be simultaneous elections.
Also there should be a provision of online elections where people can caste their vote online. This will reduce malpractices.

SIMULTANEOUS ELECTION IS "DISASTROUS"
IF A GOVT FALLS EARLY WHY THE PEOPLE OF A STATE HAVE TO WAIT TILL SIMULTANEOUS ELECTION.
ELECTION MUST TAKE PLACE AT A FIXED MONTH/PERIOD every year
Eg.,SEPTEMBER/NOVEMBER (No Exams & Good whether).
ANY GOVT FALLS OR TERM ENDS, ELECTION SHOULD TAKE PLACE IN THIS PERIOD.
Model Code of Conduct will not affect policy implementation.
KNOWING IN ADVANCE, POLITICAL PARTIES,ELECTION COMMISSION,PVT SECTOR,MEDIA,CITIZENS GET READY FOR THE MEGA ANNUAL EVENT.

My personal opinion is that simultaneous elections would benefit our country. Money spent in those elections may be utilised for the welfare of our fellow citizens. Elections are important procedure in democracy, they must be conducted simultaneously, wisely and economically.

A particular monthe in 5 years may be fixed for elections after consulting Election Commission. And those State Governments who fail to complete their tenure due to political reasons may also be brought under President's Rule till next date of elections. Bye elections and repeated elections before the tenure may cause wastage of money. This may also result in disinterest of people in elections. Moral code of conduct may be made applicable in all states at the same time.

I agree to the suggestion for simultaneous elections. This will save a lot of money and human effort. All State elections and Parliament elections must be conducted at same time. This will help to know the attitude of people towards the Government and political parties. For bringing uniformity, there are many probelems also. Those states who have completed their 5 year tenure must be brought under President's Rule. Those who have to completer their teure may be permitted to do so.

The suggestion to conduct simultaneous election is impracticable. In each state there are hundred toppling ,deserting of party, horse trading takes place. Especially now a days the margin of votes are very low and major parties are running minority gov in states. State gov will have to be judged with state of performance of each state. So, also centre shall have separate yardstick. So, it is unwise to compel to have simultanous election process

The solution to the kashmir problem could be give away the valley portion of J&K to pakistan along with all the muslims of the india . Remember the foundation of the Pakistan is on religion , they owe this to all muslims of the undivided india . Please, do that to finish the incomplete partition agenda .
