Assessment Agencies should be fully governed under one single entity. These agencies must store the applications with anonymous applicant user name which encrypts the personal information in the database. so as the unconscious bias can be reduced basis caste, religion on sect. These agencies should maintain confidentiality at each stage of assesment. These agencies must have centres in each state. These agencies must be well equipped with best IT associates who can manage the data in cloud.

Skill training shall have same content and curriculum all over India. So that whenever a person moves to any state his skill training remains valid. Assessment criteria shall also be same all over India. However, Assessment agencies can select their preferred geographical locations of operation.
