National Statistical Office (NSO) under the Ministry of Statistics and Programme Implementation (MoSPI) has released a Discussion Paper titled “Methodological Improvements in Compilation of National Accounts Aggregates Using Expenditure Approach”. This exercise is part of the preparation for the new series of National Accounts Statistics with FY 2022–23 as the base year, which is scheduled for release on 27 February 2026.

The Discussion Paper outlines the proposed methodological refinements and improvements in the compilation of National Accounts aggregates using the Expenditure Approach, with the objective of enhancing the quality, accuracy, and usability of national accounts data.

Comments and feedback on the Discussion Paper are invited from experts, academicians, government bodies, state governments, financial institutions, users of national accounts data, and other stakeholders. Suggestions may be shared at: ddg3.nad@mospi.gov.in by 7 January 2026.

This discussion paper focuses on improving the methodology for compiling national accounts using the expenditure approach. As a student, I found this topic very informative and useful. The use of modern technology and digital data sources can help in collecting more accurate and reliable data. Strengthening data at the state and district levels will also improve national-level economic estimates. Presenting information in simple language will help students and common citizens understand the subject better. These improvements will support better policy-making and economic planning in the country. Overall, this initiative is a positive step toward making India’s economic system more transparent and effective.

New Base Year: The series is moving from 2011-12 to 2022-23. Data Sources: Greater reliance on GST data, e-Vahan (vehicle registrations), and the recent Household Consumption Expenditure Survey (HCES). SUT Integration: Supply and Use Tables will be used directly in annual compilation to remove the "Discrepancies" entry that often appears between income and expenditure side GDP. Asset Revaluation: The useful life of assets (like roads and bridges) has been reduced, which will impact depreciation and Net Domestic Product (NDP) figures.
