Bhubaneswar city is the new metropolitan city in the making, it has all the potential to become a great and smart city. There are lot of things need to be done to make it a better city, I am just going to highlight traffic and pollution. Though, government is constructing lot of roads within city and in the suburbs, but road design is really bad. It should follow international standards with lot of road signs, proper lane plan for different turns, strict traffic rules for all etc.
The govt should create sports and recreation centers across the city to promote sports among the youth and it will also help in recreation of working professionals. Right now there are none except Kalinga stadium which is mainly for sports training of young athletes.
City planners should create enough cycle tracks across the city and enforce that its not misused. Currently there are few cycle tracks but they're being misused by bikers. The govt should start metro connectivity on Cuttack-Bhubaneswar-Puri. This will give the tourists easy ride to the holy city and sea beaches. Also they should create multilevel parkings at major city joints which will reduce the roadside parkings and make easy flow of traffic.

Another ideal city to follow for the SMART CITY initiative would be STOCKHOLM.They have got excellent roads,efficient waste manangement program,best & high speed wi-fi network in the entire of europe,a young tech hub & great music fests.Everything is extremely organized.MUNICH is also yet another example of a great city which BBSR can try to emulate.Single 1 lane roads for Goods carriers ,so that they dont enter the city, and thus minimize accidents .
The development of the city should be radial. Neglected outskirts should be developed. e.g Jaydev Constituency
For me SMART City stands for:
S- Self sustaining and safe (able to survive on its own and protects its citizen and their heritage)
M- Magnetic (attracting business and People)
A- Affordable (to its citizen, in terms of Public Transport, Housing etc.)
R- Reliable and Renewable (in terms of providing basic facilities like water, electricity by 24/7)
T- Technology (doing everything by using the modern technology at its fullest)
To make Bhubaneswar a SMART CITY, the State administration is required to develop and use digital technologies or information and communication technologies (ICT) along with smart infrastructure to enhance quality and performance of urban services, to reduce costs and resource consumption, and to engage more effectively and actively with its citizens.
A city is SMART only when it makes all its dwellers smart by providing smart amenities and infrastructure. Smart amenities include state-of-the-art Information Technology, 100% IT enabled services, beautification of city by PPP approach, World class institutions viz., educational and medical. State-of-the-art infrastructure include, Smart City Bus service, Metro rail and Smart Taxis having multiple IT enabled booking windows for commuters. Tourist friendly Luxurious Hotels and services.
Private players should be brought in to create world class Railway stations & BUS stands.The bbsr-khurda corridor can be developed into a food park corridor.More private hospitals should be encouraged to set up in BBSR.All the lights in the city should be LED one's.All police stations should be IT enabled and all paperwork should be mandatorily done over the mail & on the website.Public-Bureaucracy interaction should be actively discouraged.
