The growth of Internet penetration in India and realisation of its full potential is closely tied to the proliferation of broadband services. WLANs created using Wi-Fi technology can be used for extending the "last-mile connectivity" of broadband connections to a wider segment of users. Wi-Fi networks can offer affordable, scalable and versatile technologies that can facilitate the spread of Internet access in rural and urban areas alike.

It is felt that Wi-Fi hotspots can be proliferated in every nook and corner of the country and it should be possible to set up such hotspots by shop owners and unemployed youths. Such a model will work much like a Public Call Office (PCO) with the advantage that the operator of the Wi-Fi hotspot will not be serving the customer physically as all the transactions will happen electronically. ISPs will also be encouraged as there will be an increased consumption of data by the public. The model will also provide a boost to generation of employment in the country.

The objective of this Consultation Paper (CP) is to examine the need of encouraging public Wi-Fi networks in the country from a public policy point of view, discuss the issues in its proliferation and find out solutions for the same.

In this paper, “public Wi-Fi networks” has broader meaning and not limited to the Wi-Fi hotspot created by licensed TSP/ISP at public places. There could be small entrepreneurs or even a very small entity which would like to participate in common and shared Wi-Fi network for larger public use.

The CP raises the issues of various regulatory/licensing or policy measures required to encourage ubiquitous city-wide Wi-Fi networks as well as expansion of Wi-Fi networks in remote or rural areas. The CP also touches upon interoperability between the Wi-Fi networks of different service providers as also between cellular and Wi-Fi networks, frequency bands, payment and authentication procedure to access Wi-Fi.

Respected Sir, BSNL landline & Broadband service is not good in HP rural areas. I understand that lack of facilities and environment is not very good for this but in some areas Like nearby Jwalamukhi HP all facilities are available still service is not good. Employees are not working properly especially High Profile Officers Like SDO, TT and more than other designation. If customer paying every bill in every month and service is equal to 0. Tariffs can almost be made free All we need is our own Internet Server Satellite and Network why go to www if we can launch our own iii and ask the companies to put their servers in our communications data center. Conduct survey and see that people use Facebook WhatsApp Gmail Hotmail or Yahoo all other shopping apps are Indian like Flipkart or snapdeal so ask them to put servers in our datacenter and switch to iii. Why be dependant on Internet when we can have our own iii.

The real problem is how to collect tarrifs. As a single WiFi client will be used by multiple users through password sharing. So instead of allowing the use of data through password, hardware finger printing technique has to be used to authenticate the client. This way the cheating and misuse of data will be restricted. And WiFi public spots can be managed by unemployed youths thus generating jobs also.

if TRAI is a regulatory agency ,why it is not able to block unwarranted tele-callers? if not this org ,who else will do ...should the consumer go to court for simple tasks entrusted to this agency?

Sir, we should act really fast on this issue because all your efforts from Delhi are not reaching to common man as fast as they have been assumed and the worst example is "POS machines" at "Rashan Dukan" or Public distribution system shops . even many Time ATAL SEWA KENDRA services are not available due to network problem as well as in Post-offices . I am working for a trade union also i know how puzzled full for a post office worker where customer demanding services and they are not able to ser

Sir, if i am not wrong then the Wi-Fi technology is already became old and a new (Li-Fi)technology platform for wireless communication with even more high data transfer rate is evolved and in practice known as Li-fi . so we should use that text in our documents also.

Telecom operators (except National carrier BSNL ) towers are located in far rural area but local administration have no control over them , public representatives should be make responsible to ask them for their poor services and they have all the rights to recommend a local committee to suspend their services for a certain period of time and it should be start district by district implementation.(for except National carrier BSNL )

this is amazing but we should make telecom operators more responsible and reliable like not allowing them before complete signal strength monitoring or mapping in the area and even after launching their services we should have certain clause to suspend their services for a certain period of time in a particular area or tower from where their network is not operable.and this kind of services suspension rights should be given to a local municipal committee which incorporate elected members)

This practice will restrict unnecessary expenditure on house-keeping by the customers of the bank & facilitate &prevent present Income Tax payers from the burden of filling their cumbersome Returns to the department every year.
