Budgeting for Marginalised Communities Budget allocation pertaining to ministries and departments related SC and ST, Minorities and Persons with disabilities need be increased. Unit cost for scholarship schemes should be increased and make it inflation indexed. Theare is need to change in eligibility criteria, increase in the rates and items of scholarship, incentives to the Institute Nodal Officers, increase in annual quota in all scholarship scheme, increasing awareness and continuation of pre and post matric scholarship.

Health There are concerns about public health expenditure, pointing out that out-of-pocket expenses constitute 50% of health costs, with only 1.3% of GDP allocated to health compared to the recommended 3%. It is found that there is inadequate budgetary priorities for marginalised communities, including SCs, STs, minorities, and persons with disabilities, which hinder their access to essential schemes.

Education There are disparities in access to higher education, advocating for increased government institutions, financial aid for underprivileged students, and support for SC/ST and Muslim communities pursuing professional courses. The inadequate allocation for education, noting that only 3% of GDP is spent on education, far below the 6% recommended by the Kothari Commission, 1978 and New Education Policy, 2020. Increase Education Spending to 10% of GDP: • The current target of 6% of GDP is insufficient to address India’s growing educational needs. A revised target of 10% of GDP would ensure adequate resources for universal education, ECCE, and higher education. Enhance Fund Utilization Efficiency: • Increase ECCE funding to the recommended 1.5-2.2% of GDP to ensure universal

Gender Responsive Budgeting (GRB) Five critical areas for attention identified as limited focus on GRB in budget statements; Declining social sector spending, including reduced allocations for the Ministry of Women and Child Development; Insufficient social protections for women, such as decreased allocations for MGNREGA, inadequate maternity benefits, and minimal support for pensions; Underutilisation of the Nirbhaya Fund and insufficient budget for gender-based violence schemes; and A lack of reliable data for gender-based planning and budgeting.

The importance to be given for achieving full employment to reduce societal inequalities and there is need for reforms in the GST framework, which disproportionately benefits the formal sector. The informal sector, comprising agriculture and small businesses, often lacks access to GST input credits, leaving it disadvantaged. Union Government has to increase investments in education, health, and skill development. It is proposed for reforms in corporate tax, simplification of income tax, and mechanisms to extract taxes from at least 40% of the informal sector. These steps, could generate significant resources for social sector funding. It is suggested for introducing wealth, inheritance, and gift taxes to address wealth inequality, noting that 90% of the nation’s wealth is concentrated in the hands of a few. Union Government should not be concerned much about capital flight due to taxation on high-net-worth individuals given the experience of Malaysia’s success in implementing it.

Increase tax on imported goods, liquor, tobacco, foreign branded products & eatery such as Jockeys underwear, CocaCola, McDonalds, KFC. Reduce or remove tax on locally produced goods, healthy goods. Increase tax on self financed schools and collages. Support semi funded schools that only charge nominal fees for education.
