The Department of Empowerment of Persons with Disabilities (DEPwD), Ministry of Social Justice & Empowerment (MSJE), in collaboration with MyGov, invites comments and suggestions from stakeholders and the general public on the draft accessibility standards for the Build Environment sector. These draft standards, which identify non-negotiable rules, have been prepared to strengthen the creation of barrier-free environments in accordance with the Rights of Persons with Disabilities Act, 2016 and relevant rules.

All interested individuals are requested to carefully examine the proposed standards and submit their feedback, comments, and suggestions on the MyGov platform, ensuring that personal details are entered accurately during registration.

This process includes defining clear objectives, establishing benchmarks, fostering stakeholder engagement and ensuring ongoing review and adaptation.

The Code was developed in collaboration with a Code Review Committee (“Committee”) comprising government agencies, industry associations, academic institutions and social service agencies, along with input from subject matter experts and vulnerable groups. In the review of the Code, the Committee took a balanced approach to ensure that the needs and views of different stakeholders were taken into consideration.

The Building and Construction Authority (BCA) conducted a public consultation on the draft Code on Accessibility in the Built Environment 2025 ("Code") from 30 December 2024 to 27 January 2025. The Code sets out baseline design standards to enhance the accessibility and inclusiveness of buildings for persons with disabilities, the elderly and families with young children.
