To institutionalize the development of the Khadi and Village Industries sector, the Government of India first constituted the All India Khadi and Village Industries Board in 1953. This was followed by the enactment of the Khadi and Village Industries Commission Act, 1956 (No. 61 of 1956), which inter alia provides for the establishment of the Khadi and Village Industries Commission (KVIC) as a statutory body.

KVIC is entrusted with the responsibility to plan, promote, facilitate, organize, and assist in the establishment and development of Khadi and Village Industries in rural areas, in coordination with other agencies engaged in rural development.

In view of evolving market dynamics, technological advancements, and the need to further strengthen support systems, certain provisions of the KVIC Act, last amended in 2006, require updating. A comprehensive amendment is proposed to align the legislative framework with current sectoral needs and to enhance KVIC’s role as a facilitator of growth, innovation, and sustainable village industries.

To strengthen and modernize the Khadi and Village Industries sector, the Ministry of Micro, Small & Medium Enterprises (MSME) in collaboration with MyGov invites citizens to share their views on the proposed Amendments to the Khadi and Village Industries Commission Act, 1956.

The Ministry of MSME is in the process of amending the KVIC Act, 1956. In this regard, this Ministry is being consulted by various central Ministries/Department. The amendments proposed in the KVIC Act, 1956, are based on the following three key pillars:
(a) Diversification and adoption of New Technology
(b) Formalization of Village Industries
(c) Inclusivity and Institutional Strengthening

(a) Diversification and Adoption of New Technology
(i) Make provision for the adoption of any emerging form of fabric in the KVI Sector.
(ii) Adoption of clean energy, like Solar energy, in Khadi production while retaining the sector's authenticity.

(b) Formalization of Village Industries
(i) Align the "Village Industry" definition with the micro-enterprise classification under the MSME Act, based on investment and turnover thresholds.
(ii) Update the Schedule of Village Industries to allow inclusion of emerging activities aligned with market trends, rural entrepreneurship, and technology-led enterprises.
(iii) To make provisions to facilitate Udyam Registration for village industries and align the Village Industries with the National Industrial Classification Code (NIC Code).

(c) Inclusivity and Institutional Strengthening
(i) To include representation of women, weaker sections (SC/ST/OBC) and contemporary expertise in the Commission’s composition
(ii) To open up the Khadi Sector for new entities.
(iii) To include the rule making power in the functions of the Commission.

I strongly support the KVIC Act amendments; updating this 1950s law is vital. The focus on new technology like solar power and diversifying fabrics will keep Khadi relevant. Formalizing village industries by aligning them with MSME definitions and Udyam Registration is a practical step that will unlock access to finance and new markets. Most importantly, making the Commission more inclusive by adding women, SC/ST/OBC members, and modern experts will lead to fairer, smarter decisions for artisans. Suggestions: Digital Training: Prioritize digital literacy and e-commerce training so artisans can directly benefit from formalization. Clear Timelines: Establish clear, public timelines for implementing these changes to ensure accountability. Artisan Feedback Loop: Create a permanent, simple feedback mechanism for artisans to report on the real-world impact of these amendments.

I have a suggestion that kindly merge State Co-Operative Banks,District Central Co - Operative Banks,Scheduled Urban Co-Operative Banks & Non-Scheduled Urban Co-Operative Banks. From this we do not have a small Banks & have a Nationalised & strong Banks & Banking System. This can give the Boost to the Indian Economy.

खादी ग्रामोद्योग द्वारा अनुदानित जो भी उद्योग धंधे लगे वे ग्रामीण क्षेत्रो में लगे।लोगो को तकनीकी प्रशिक्षण और आधुनिकमशीनों की उपलब्धता कराई जाए।जिससे वे उद्योग चले और स्थानीय लोगो को काम मिल सके।केवल ऋण लेकर घर बैठने पर रोक लगनी चाहिए।

खादी ग्रामोद्योग के जो भी उद्योग लगे वे ग्रामीण क्षेत्रो में लगे।सूती कपड़ा उद्योग को बढ़ाने के लिए उप्र जैसे राज्य में कपास उत्पादन को बढ़ाने के लिये लोगो को जागरूक और प्रोत्साहित करने क्यो सरकार को कार्य करन चाहिये।जिससे देश मे कपास का आयात न करना पड़े।

Hello, At the time of KVIC enacted , traditional cold pressed edible oil producer (bull driven instead of electric motor) got concession like exempt of tax upto Kg 100 of seeds per daby y.They were exempted sales tax.Such amendment would be necessary. Now , people brought 100 empty tins (capacity Kg 15) vehicle must bring evidences ,,,,,gst officials asked bill ,,,,,,, Goods vehicles affected both by police and gst or cess officials,,,,,, Other thing,traders got notice from gst officials in rural areas in order to to show genuine their filings.Each traders file history gst through his auditor,,,,,Traders may confused ,,, So these things would be solved smartly,,, Thanking You,

खादी ग्रामोद्योग का विकास ग्रामीण क्षेत्रो में करने के लिए उन्हें सौर ऊर्जा संयंत्र 80%छूट पर सभी वर्गों के लोगो के लिए उपलब्ध कराए जो कुटीर उद्योग लगवाना चाहते है।साथ ही हर विकास खण्ड में एक तकनीकी दल बनाया जाना चाहिए ।जोसोलर संयंत्र की खराबी को ठीक करने में मदद करे।
