National Statistical Office (NSO) under the Ministry of Statistics and Programme Implementation (MoSPI) is undertaking the Base Revision Exercise of the Index of Industrial Production (IIP) to ensure that the index remains aligned with the current structure and dynamics of India’s industrial sector.

As part of this initiative, MoSPI has released a Discussion Paper 1.0 titled “Substitution of Factories in the Compilation of the Index of Industrial Production”, which details the proposed methodology for the upcoming IIP series and seeks to enhance accuracy and representativeness in future compilations.

The Ministry invites views, comments, and suggestions from experts, academicians, Central & State Government departments, financial institutions, industry bodies, and all other stakeholders. Feedback may be shared at: iipcso@nic.in

Substitution of factories is not only a technical requirement but a necessary evolution of the statistical system. By adopting a dynamic panel, improving data collection mechanisms, and ensuring transparency, India can strengthen its IIP framework and align it with global standards. PART -7 Potential Concerns and Suggestions:- While the proposed substitution system is essential, it also brings challenges that the discussion paper must consider: Administrative burden: State statistical offices require more manpower and training. Industry resistance: Some industries may hesitate to share timely data. Transition issues: During the shift to a dynamic panel, IIP series may experience short-term volatility. To address these concerns, the following suggestions are offered: 1. Capacity Building: Provide training and digital tools to field officers. 2. Incentivized Reporting: Offer recognition or simplified compliance for timely reporting factories. 3. Phased Rollout: Introduce substitution in phases to maintain continuity in the index. 4. Regular Awareness Sessions: Conduct workshops for industries to explain the importance of IIP data. 5.
