Eligible trucks would be required to use tarpaulin or approved engineered covers before leaving loading points, with coverage verified through cameras, sensors or authorized personnel. A digital compliance record could be generated before dispatch, while roadside cameras, checkpoints and automated number-plate recognition could detect violations and enable e-challans with escalating penalties for repeat offenders. The initiative would also promote standardized and automated covering systems through awareness, support and incentives.
