I suggest an electoral reform to reduce public expenditure on by-elections. When an elected MP or MLA voluntarily resigns for political reasons shortly after winning an election, the Government should examine whether the candidate who secured the second-highest number of valid votes in the original election can be offered the vacant seat, subject to eligibility, consent and legal safeguards. If the candidate declines or is ineligible, a by-election may be held. This could reduce avoidable election costs and discourage politically motivated resignations. I request the Government to study the constitutional and legal feasibility of this proposal while protecting voters' democratic rights and ensuring accountability of elected representatives.

Respected Hon’ble Prime Minister Shri Narendra Modi Ji, Nagaland is blessed with rich biodiversity and traditional agricultural knowledge. Farmers predominantly depend on jhum cultivation, with major agricultural activities from February to September. After September till February, farming activities decline considerably, leaving farmers’ time underutilized and resources such as paddy straw, sawdust and other agricultural residues largely wasted. The demand of Oyster mushroom is very high in this state. Oyster mushroom cultivation offers an opportunity to transform suitable local agricultural residues into nutritious food and additional income. I humbly request to discuss about oyster mushroom farming in Mann Ki Baat to inspire farmers in Nagaland and other hilly and tribal regions to utilize agricultural residues, reduce waste and generate income throughout this lean period.
