Outsource the responsibility of garbage entirely to private players and Govt should distribute areas or wards to private companies according to their size and profitability and consider this above action in CSR spending and give them points for better management and link it with power n water supply or any other Govt amenities they enjoy, they will enable their work force to act and strive to improve their rewards.

3. The private companies to which the contract is given should be held responsible if there is a large dump of garbage lying outside the garbage box for a period of more than a week. This again can be checked by mobile squads and these wastes can be recycled in so many ways, a part of food waste can be sold outside which can be food for many animal farms and the dry waste like plastics and many other things can be processed and can be used to built beautiful roads at low cost

people will follow.
2. It is not just maintaining urban houses garbage. It is also important to cleanize the place where our dump yard is located. The contract which were given by municipalities should compulsorily take care of processing, there motto should be REDUCE-REUSE-RECYCLE. This has to be visually audited by the concerned govt. authorities once in 2 months. Mobile squads will also be helpful in this regard.

In order to reduce/control garbage there are few steps which government as well as people has to do.
1. The foremost duty of the municipality is to keep garbage collectors in front of every area. This can be achieved by giving contract to private players and a audit by the concerned government officer in a span of 3 months and to make people educate the difference between wet waste and dry waste, it is difficult to achieve in rural places but if you start implementing this in urban areas, then

6. Co operative societies like structures to be formed at village level and encourage power generation by solid waste. Direct benefits of the generated energy for that particular village.
7. Plastic scrap collection chain from manufacturers at comparatively higher price to encourage reuse of plastic by all citizens. Tax benefit to such plastic manufacturers who reuse more scraps.

1. Installation of CCTVs at busy market places and shopping complexes to identify the persons throwing garbage.
2. Creation of vigilance teams and collection of fine on the spot. Legal action against defaulters.
3. Provision of dust bins at regular intervals.
4. Separate bins for dry and wet waste.
5. 100 % ban of non recyclable plastic bags & Sevier fine, legal action against manufacturing and users
6. Power generating facilities under PPP at towns/city level using decomposable waste.

in my opinion i do as i described.

Put as many as dustbins within nearer distances. and Can hire people who will go door to door for garbage collection & collection of garbage can be in 3 mode: Gooey (Kitchen waste),Veg./Fruits eatable waste(Which can be given to animals) & solid waste(Papers, plastics etc.). Gooey can be used in producing Bio-Gas & Solid waste can be used in other ways. Strictly ban of throwing garbage on the road & streets. By this way waste collection will be at one or two points only & City will be cleaned.

Make garbage collection day wise for bio degradable, recyclable and non recyclable waste separately. Have different coloured vehicle to collect different waste. Sell the bio degradable and recyclable waste to private companies set up for this purpose. Use non recyclable waste to generate heat by burning to produce power, in construction of roads, building material . Provide ample dustbins for different classification of waste in public utility areas.
