Further in continuation of previous posting:- Best practice is provided by IT recruiters who adopt Campus Recruiting process, where only the person who fulfils their specific job requirement is recruited without any bias to caste, creed or money. Instances of Freshers getting R1 Lakh per month as salary are common today.
Another practice is through online with job portals like Naukri.com, Monster, Times Jobs, Indeed, shine and even for retired or to be retired people talent 58.com. to be contd.

In continuation of my previous posting, The Government schemes though helped create employment to masses, also led to large scale corruption and malpractices like bogus list of beneficiaries. Government recruitments also were given rise to corrupt practice and delay, even for High Posts, leading to unreliability of the process.
Employment exchanges also have become inefficient with large number of candidates and less or no vacancy, and here also corruption breeds.
overall poor are affected.

1. State and Central governments have adopted many schemes for job creation.They are 1.Desilting of tanks and earth removal and strengthening embankments by providing large scale instant employment to locals but this is time bound and of Temporary nature.
2.Through Self help groups by providing funds for small time jobs.
3.Through KVIC for cottage industries.
4. Through Employment Exchanges.
5.Through Govt bodies Viz UPSC, RRB, Banking recruitment boards, recruitment to uniformed services.

"Job creation" is directly dependent on the businesses and economic growth. To create jobs, we need to provide better infrastructure to the businesses, adopt business friendly policies and provide resources at a lesser cost. On the other hand, the human resources who will absorbed in the created jobs, also need to be 'ready' to become productive. Attached are some key areas that need to be focused on.

1) Tourism : Open Tour Guide diploma courses in tourist places for local people. Tourists including domestic tourists will pay happily.

In small towns,and pilgrim places, i see most of the people with out any disabilities also,opt for begging as their income source,Let's pick up the people like those,motivate them to work as employees under municipalities. Appoint them as a team of 2 as care takers for an area of 3 to 5 km's of area. Their duties include,collecting garbage from houses daily,cleanup of roads,developing greenery in that area,drainage maintenance.people and gov should share 50-50 for paying them.

1) For every new job created in rural areas the employer gets a tax rebate.helps to check migration to cities.
2) for every new job created for women the employer gets tax rebate.helps in women empowerment.
3) for every new job created for NRI's (doctor/scientist) the employer gets tax rebate. encourages reverse brain drain.
4) for every new job created for disabled (more than 25% disablity) the employer gets tax rebate. -ve govt. lose tax revenue. however there r many other social benefits.

1.Divert all NREGA resources to Railway Infrastructure implementation & National Highways implementation.

2.Women self help groups should be offered contracts for breakfast / snaks / lunch . This should be done where a major construction activity is happening with government funding. Job creation as well as home ood will be the benefit.

The inflated outlook for opportunity for the educated created by organized syndicates by way of Placement consultancies and Employment exchanges result in forcing young and educated to wait over a mirage. Placement drives by educational institutions only serving their courses and not in any realistic placements. In a way the enterprising spirit of youth that can create job for self and others is getting muted thus perpetuating unemployment. Merit alone should be allowed as index to prove worth.
