+ create a digital skills database (db); something Skill Select, Australia; although not with intent for immigrants)
+ all skill db users must be verified.
+ incentives for employers / HR firms to prioritise use of gov skill db while undertaking recruitments.
+ promote skill db among international employers.
+ myGov points for helping candicates join skill db (support for those with any access limitations)
+ promote freelance & self-employment; possibly with tax benefits.
::coments welcome

1) Simple, just encourage corporates to build policies keeping CSV(creating shared values) into account. Success story of "HUL's project shakthi" and "ITC's Magaldeep" provided many jobs.
2) Ask Infosys/wipro/tech mahindra to digitalize Employment Exchanges with advanced technologies and instead of calling tender give tax exemption in CSR spending for this project. Govt money too saves PPP model ensures good quality too.

In INDIA there are many beggars, many uneducated roomers. We can employ this people in any government sector without any payment but giving them food, shelter, clothes and other basic needs. For example if government opens a kadhi industry if they employ above mentioned people there is tremendous decrease in beggars and by marking the goods produced there we can maintain all of them and we can earn profit also. There is very very less disadvantages in it.
