      In the last 12 years, SBM(G) has evolved from a sanitation programme into a nationwide movement that has improved public health, enhanced dignity of women, empowered communities and promoted sustainable rural development. Building on the achievement of Open Defecation Free (ODF) status, SBM(G) 2.0 has expanded its focus to sustaining sanitation outcomes through interventions such as Individual Household Latrines (IHHLs), Community Sanitary Complexes (CSCs), Solid and Liquid Waste Management, Plastic Waste Management, Faecal Sludge Management, GOBARdhan, Information, Education and Communication (IEC) and Capacity Building. The current phase of the Mission is scheduled to conclude in March 2027.

      As the Department prepares the roadmap for the next phase of rural sanitation, it seeks ideas from citizens to sustain and strengthen the gains achieved under SBM(G) while addressing emerging challenges related to waste management, resource recovery, environmental sustainability, Operation & Maintenance (O&M) and long-term community ownership of assets and outcomes. Innovative, practical and scalable solutions are required to enhance sanitation service delivery, strengthen waste management systems, promote behavioural change and accelerate the transition towards a circular waste-to-wealth economy. Given that the diversities of rural areas from urban cities, suggestions and ideas, specific to rural scenarios will be highly appreciated. Along with these, with peri-urban areas / villages also growing fast and having characteristics of urban centers, solutions specific for such areas are also being sought.

      The success of SBM(G) has been driven by the spirit of Jan Bhagidari (People's Participation). Citizens, Gram Panchayats, SHGs, youth, Swachhagrahis and other stakeholders have been at the forefront of transforming rural sanitation and their continued participation will remain critical for sustaining these achievements. 

      Accordingly, the Department of Drinking Water and Sanitation (DDWS), Ministry of Jal Shakti in collaboration with MyGov, invites citizens, youth, Gram Panchayats, SHGs, academic and research institutions, development partners and other stakeholders to share their suggestions and ideas for the next phase of rural sanitation programme on the following:

      1. Areas to be taken up (including existing areas where gaps may be remaining)
      2. New technological interventions for SWM, GWM, FSM.
      3. Rural Sanitation 
      4. Solutions for treating pollution in small nallahs/rivulets discharging into rivers in rural areas.
      5. Adoption of solutions based on traditional knowledge and ancient wisdom in new settings for rural India. 
      6. Any other area related to the programme.

      The suggestions received will help and guide the next phase of SBM(G) and contribute to building cleaner, healthier and environmentally sustainable villages that will be strong contributors for achieving the goal of Viksit Bharat@2047.

      Participation Guidelines 

      1. All Citizens, youth (including students), Gram Panchayats & SHGs, academic and research institutions, development partners, NGOs and other stakeholders are invited to contribute ideas for shaping the next phase of rural sanitation and solid-liquid waste management under Swachh Bharat Mission (Grameen).
      2. For detailed information about SBM(G) Phase II, applicants may visit the SBM(G) Phase II operational guidelines available on website of the Department (https://swachhbharatmission.ddws.gov.in).       3. Suggestions may be submitted on any of the major components of SBM(G), including Individual Household Latrines (IHHLs), Community Sanitary Complexes (CSCs), Solid Waste Management, Liquid Waste Management, Plastic Waste Management, GOBARdhan, Faecal Sludge Management, Information, Education and Communication (IEC) and Capacity Building. Global best practices forming the bases of solution, may also duly mentioned and referred.
      4. Participants are encouraged to propose innovative, technology-driven, scientific, managerial, practical, feasible and scalable solutions to address rural sanitation challenges and strengthen long-term sustainability.
      5. Suggestions should focus on supporting the Department of Drinking Water and Sanitation (DDWS), Ministry of Jal Shakti, in developing the roadmap for the next phase of rural sanitation for India.
      6. Participants are required to register on the MyGov platform and submit their suggestions through the prescribed online form.

      1. प्रशासनिक और तकनीकी स्टाफ का विस्तारस्वच्छाग्रहियों एवं जल सहयोगियों का जोड़: प्रत्येक ग्राम पंचायत में कम से कम एक समर्पित 'स्वच्छाग्रही' या कैडर नियुक्त किया जाए, जो सीधे ग्रामीणों से संवाद कर सके।स्वयं सहायता समूहों (SHGs) की भागीदारी: राष्ट्रीय ग्रामीण आजीविका मिशन (NRLM) के तहत गठित महिला स्वयं सहायता समूहों को ठोस एवं तरल कचरा प्रबंधन (SLWM) तथा प्लास्टिक वेस्ट प्रोसेसिंग सेंटर चलाने की जिम्मेदारी दी जा सकती है।2. विभिन्न योजनाओं का समावेशन (Convergence)मनरेगा (MGNREGA): कचरा पृथक्करण शेड (Segregation Sheds), सोकपिट (Soak Pits), और सामुदायिक शौचालयों के निर्माण में श्रम लागत (Labour Cost) को मनरेगा के साथ जोड़ा जाना चाहिए।15वां वित्त आयोग (15th Finance Commission): पंचायतों को मिलने वाले बंधित अनुदान (Tied Grant) का 30% हिस्सा स्वच्छता और जल प्रबंधन के लिए अनिवार्य रूप से आवंटित और उपयोग किया जाए।गोबरधन योजना (GOBARdhan Scheme): पशुपालन विभाग और कृषि विकास योजनाओं के साथ मिलकर जैविक कचरे से बायो-गैस और जैविक खाद बनाने के संयंत्र स्थापित किए जाएं।3. प्रशिक्षण और क्षमता निर्माण

      अगले चरण में हमारा मुख्य फोकस केवल नए sanitation assets के निर्माण पर न होकर existing assets की sustainability, O&M एवं regular monitoring पर होना चाहिए। SBM-G, MGNREGA एवं Finance Commission से निर्मित community toilets, soak pits, compost pits, drains एवं segregation sheds आदि की नियमित जांच, मरम्मत एवं कार्यशीलता सुनिश्चित करने के लिए dedicated Sanitation/O&M Monitoring Team की आवश्यकता है। विशेषकर हिमाचल प्रदेश के कुल्लू जैसे पहाड़ी क्षेत्रों में slope, heavy rainfall एवं landslide-prone areas को ध्यान में रखते हुए hill-specific greywater एवं soak-pit models विकसित किए जाने चाहिए। साथ ही PWMU के लिए cluster-based model, continuous IEC/BCC, पंचायत स्तर पर Asset Register एवं O&M Plan, User Charges तथा Sanitation Fund के पारदर्शी उपयोग एवं निगरानी की व्यवस्था होनी चाहिए, ताकि पंचायतों में उपलब्ध धनराशि का सही उपयोग सुनिश्चित हो और asset creation से आगे बढ़कर functional, transparent एवं sustainable sanitation system विकसित किया जा सके।

      ग्रामीण स्वच्छता का अगला चरण: विकसित भारत 2047 की दिशा में एक समग्र पहल मेरा सुझाव,💡💡 स्वच्छता किसी भी राष्ट्र के विकास का आधार होती है। एक स्वच्छ समाज न केवल बेहतर स्वास्थ्य प्रदान करता है, बल्कि सामाजिक, आर्थिक और पर्यावरणीय विकास को भी गति देता है। भारत एक कृषि प्रधान देश है जहां आज भी बड़ी आबादी गांवों में निवास करती है। इसलिए यदि भारत को वर्ष 2047 तक विकसित राष्ट्र बनाना है, तो ग्रामीण क्षेत्रों की स्वच्छता और जीवन गुणवत्ता में व्यापक सुधार करना होगा। पिछले कुछ वर्षों में स्वच्छ भारत मिशन ने ग्रामीण स्वच्छता के क्षेत्र में उल्लेखनीय सफलता प्राप्त की है। खुले में शौच की समस्या को कम करने, शौचालय निर्माण और स्वच्छता के प्रति जागरूकता बढ़ाने में इस मिशन ने महत्वपूर्ण भूमिका निभाई है। लेकिन अब समय आ गया है कि स्वच्छता को केवल शौचालय निर्माण तक सीमित न रखा जाए, बल्कि इसे ठोस एवं तरल अपशिष्ट जल संरक्षण, पर्यावरण सुरक्षा, तकनीकी नवाचार और सामुदायिक भागीदारी के साथ जोड़ा जाए। ग्रामीण स्वच्छता का अगला चरण केवल सफाई का अभियान नहीं, बल्कि एक व्यापक सामाजिक और आर्थिक परिवर्तन की

      আমার প্রস্তাব: আমার প্রস্তাব হলো প্রতিটি গ্রামকে আরও পরিষ্কার, স্বাস্থ্যকর ও পরিবেশবান্ধব করে তোলার জন্য একটি বিশেষ “পরিচ্ছন্ন ও সবুজ গ্রাম” উদ্যোগ চালু করা। প্রতিটি বাড়ি থেকে ভেজা ও শুকনো বর্জ্য আলাদা করে সংগ্রহ করা উচিত। জৈব বর্জ্য থেকে সার তৈরি করা যেতে পারে এবং প্লাস্টিক বর্জ্য পুনর্ব্যবহারের ব্যবস্থা করা যেতে পারে। গ্রামের রাস্তা, নিকাশি ব্যবস্থা ও সরকারি শৌচাগার নিয়মিত পরিষ্কার ও রক্ষণাবেক্ষণ করা দরকার। এছাড়াও স্কুলের ছাত্রছাত্রী, যুবসমাজ এবং স্থানীয় মানুষকে নিয়ে নিয়মিত পরিচ্ছন্নতা অভিযান ও সচেতনতা কর্মসূচি করা যেতে পারে। বৃষ্টির জল সংরক্ষণ, বেশি করে গাছ লাগানো এবং প্লাস্টিকের ব্যবহার কমানোর উপরও গুরুত্ব দেওয়া উচিত।

      💡 मेरा सुझाव: “Smart & Sustainable Swachh Gram” ग्रामीण स्वच्छता का अगला चरण केवल शौचालय बनाने तक सीमित न रहकर कचरा प्रबंधन, स्वच्छ पानी, wastewater reuse और व्यवहार परिवर्तन पर केंद्रित होना चाहिए। मुख्य पहल: ♻️ हर घर से गीला और सूखा कचरा अलग-अलग संग्रह। 🌱 जैविक कचरे से compost और जैविक खाद तैयार करना। 💧 घरों के इस्तेमाल किए गए पानी को उपचारित करके बागवानी और खेती में उपयोग करना। 🚻 सार्वजनिक शौचालयों की नियमित सफाई और डिजिटल monitoring। 📱 ग्रामीणों के लिए sanitation complaint/reporting system। 👩 महिलाओं के Self-Help Groups को sanitation activities से जोड़ना। 🏫 स्कूलों में “Swachhata Champions” कार्यक्रम शुरू करना। 🚯 प्लास्टिक-मुक्त गांव के लिए स्थानीय स्तर पर अभियान। 🏆 स्वच्छ घर, स्वच्छ गली और स्वच्छ गांव को प्रोत्साहन/सम्मान देना। 👥 ग्राम पंचायत, युवा, महिलाएं और ग्रामीण समुदाय मिलकर वार्षिक sanitation plan बनाएं। 🌿 Vision “हर गांव में स्वच्छता एक सरकारी योजना नहीं, बल्कि हर नागरिक की रोज़मर्रा की आदत और सामुदायिक जिम्मेदारी बने।”

      Swachhta Ke Saath, Gaon Ka Vikas proposes a community-based behaviour-change model to sustain rural sanitation outcomes beyond infrastructure creation. The idea focuses on converting awareness into regular household and community practices through seven areas: community ownership, waste segregation, waste-to-resource, greywater management, toilet maintenance and hygiene, stagnant-water prevention, and plastic reduction. Each theme follows Learn → Demonstrate → Practise → Home Challenge → Reflect → Reinforce → Sustain, using short, practical sessions suited to rural families’ daily responsibilities. The model strengthens Jan Bhagidari by connecting Mera Ghar, Meri Gali, Mera Gaon and encourages long-term sanitation habits through practical learning, community participation and small useful reinforcement.

      **Gram Swachh-Chakra: A Circular Rural Sanitation Model for Viksit Bharat@2047** The next phase of SBM(G) should move beyond infrastructure creation toward continuous, community-owned sanitation services. I propose a “Gram Swachh-Chakra” model integrating Solid Waste Management, Greywater Management, Faecal Sludge Management and plastic recovery at Gram Panchayat or village-cluster level. Each Panchayat can maintain a digital **Sanitation Asset & Service Register** to monitor toilets, community sanitation complexes, waste-collection vehicles, treatment units and drains. A simple village sanitation score can track functionality, cleanliness, waste segregation and O&M performance. SHGs and local youth can be trained as **Swachh Udyam teams** for waste collection, composting, recycling, greywater treatment and maintenance, creating local employment. Wet waste can be converted into compost/biogas, dry waste into recyclable resources, and agricultural waste into useful

      Using India’s traditional practices, indigenous knowledge, and ancient methods to solve modern problems faced by rural communities, while adapting them to present-day needs. Take useful wisdom from the past, combine it with modern science and technology, and use it to improve life in rural India. Traditional farming → organic farming, natural fertilizers, seed preservation, water-saving techniques. Ancient water management → stepwells, ponds, rainwater harvesting, and traditional irrigation systems. Traditional construction → using local, eco-friendly materials and designs suited to the local climate. Traditional medicine → scientifically validating useful plant-based practices and adapting them responsibly. Renewable energy → combining traditional rural practices with solar-powered tools and modern technology. Traditional crafts → using modern designs and digital marketplaces to increase rural artisans’ income.
