The National Commission for Protection of Child Rights (NCPCR), in collaboration with MyGov, invites suggestions on the draft Standard Operating Procedure (SOP) on the “Prevention & Response Framework for Drugs & Substance Use among Children.”
The SOP is being developed by NCPCR in accordance with the Joint Action Plan on Prevention of Drugs and Substance Abuse among Children and Illicit Trafficking, 2021.
The proposed Framework will incorporate inputs received from various stakeholders, emerging best practices, recent research, and relevant recommendations contained in the NCORD Vision Document.
The Framework aims to provide a comprehensive and child-centric approach for the prevention, early identification, response, treatment, rehabilitation, and reintegration of children affected by drug and substance use and illicit trafficking.
Through this initiative, NCPCR seeks valuable suggestions from stakeholders and citizens to strengthen the proposed Framework and ensure a coordinated, effective, and rights-based response to address drug and substance use among children.

Looking into the gravity and seriousness it is really very upset words which I am just discussing in front of the citizens regarding the use of Intoxication among Childrens. Why citizens are forgetting that Children are God gifted and they are an innocent, honest, beautiful and little babies until and unless they reach the age of adult all childrens are on the basic or on the first step of teenagers from being child to an Adult. It is not a disturbing co-incidence that stirs my amazements on this holy occassion to commomerate one of the most important landmark of Indian Intoxication matter realted to children which are really destroying life of every one who is belonging from the children and loosing their happy childhood. Parents are requested to take care of their child and keep an eye on them where they ar going, whom they are meeting, what they are watching, what they are listening because every step of children are requested to be bothered by their parents, family members,

Suggestion:
Children need a safe and supportive environment to stay away from drugs and substance use. I suggest that schools and colleges should conduct regular awareness programmes on the harmful effects of drugs, with age-appropriate and practical information.
Parents and teachers should also receive guidance on how to identify early warning signs and support children without fear, punishment or stigma. Schools should have access to trained counsellors so that children can seek help confidentially.
The framework should also include easy access to counselling, rehabilitation and medical support for children who are already affected by substance use. Awareness campaigns can use social media, local languages, interactive activities and real-life educational examples to reach children effectively.

1) Substance abuse among children should be treated with utmost care as they are our future and also they are yet to mature emotionally and physically.It is a delicate time in their overall development, so the SOP should de kind, empathetic, and understanding towards children.
2) Such children should be counselled by child psychologists and mental health practitioners so as to understand the reasons behind their addiction.
3) Law enforcement agencies should be trained and sensitised about to treat addicted children as they cannot be treated like adults or criminals, they should understand child psychology.
4) A special dedicated wing can be created in law enforcement for child addiction related cases.
5) A child's privacy must be protected otherwise it can leads towards stigma and discrimination.
6) People associated in logistic chain that help children gain access to contraband substances should be investigated properly and speedily, the laws should be implemented effectively.

1) Like Nordic countries, we need to remove cheque payments from the banking system. Instead, we need to keep only demand drafts and online payments. This will reduce the workload in the banking system by 30%. It will also avoid fraud transactions and cheque bouncing. Overall, it will reduce corruption in India. Hope the government will implement this soon.

To make the draft SOP on the Prevention and Response Framework for Drugs and Substance Use among Children operational, legally cohesive and child-centric, the framework must harmonize child protection laws (the Juvenile Justice Act, 2015) with drug enforcement mandates (the NDPS Act, 1985 and the NCPCR–NCB Joint Action Plan). The points recommended for inclusion in the SOP are attached for the reference.

बच्चों में नशीले पदार्थों के उपयोग की रोकथाम के लिए स्कूलों के 100 मीटर के दायरे में इनहेलेंट, कफ सिरप और तंबाकू की बिक्री पर सख्त रोक लगे तथा उल्लंघन करने वाली दुकानों और फार्मेसियों के लाइसेंस रद्द किए जाएं। बच्चों को ड्रग पेडलिंग में फंसाने वाले वयस्कों पर कठोर कानूनी कार्रवाई हो, जबकि नशे से प्रभावित बच्चों को अपराधी मानने या स्कूल से निकालने के बजाय पीड़ित मानकर अनिवार्य काउंसलिंग दी जाए। इसके साथ ही, वयस्कों से अलग समर्पित बाल नशामुक्ति केंद्र स्थापित किए जाएं और रेलवे स्टेशनों व बस स्टैंडों पर रहने वाले बेघर बच्चों के रेस्क्यू व पुनर्वास के लिए नियमित अभियान चलाए जाएं।
