The National Commission for Protection of Child Rights (NCPCR), in collaboration with MyGov, invites suggestions on the draft Standard Operating Procedure (SOP) on the “Prevention & Response Framework for Drugs & Substance Use among Children.”
The SOP is being developed by NCPCR in accordance with the Joint Action Plan on Prevention of Drugs and Substance Abuse among Children and Illicit Trafficking, 2021.
The proposed Framework will incorporate inputs received from various stakeholders, emerging best practices, recent research, and relevant recommendations contained in the NCORD Vision Document.
The Framework aims to provide a comprehensive and child-centric approach for the prevention, early identification, response, treatment, rehabilitation, and reintegration of children affected by drug and substance use and illicit trafficking.
Through this initiative, NCPCR seeks valuable suggestions from stakeholders and citizens to strengthen the proposed Framework and ensure a coordinated, effective, and rights-based response to address drug and substance use among children.

नमस्कार🙏, मेरा सुझाव है कि बच्चों में ड्रग और सब्सटेंस अब्यूज़ की रोकथाम के लिए स्कूलों में जागरूकता कार्यक्रमों को पूरी तरह से अनिवार्य किया जाए। इन कार्यक्रमों में ऐसे प्रभावशाली एजुकेशनल वीडियो दिखाए जाएँ, जो नशे के दुष्परिणामों को स्पष्ट रूप से दर्शा सकें, ताकि बच्चों में इसके प्रति डर और समझ पैदा हो। यह कार्यक्रम छात्रों में सही फैसले लेने की क्षमता, आत्मविश्वास, और जीवन कौशल का विकास करने वाले होने चाहिए, ताकि वे दबाव में आकर गलत रास्ते पर न जाएँ।
इसके साथ ही, हर कम्युनिटी स्तर पर आसानी से पहुँचने वाले सपोर्ट सेंटर्स स्थापित किए जाएँ। यहाँ विशेषज्ञों द्वारा प्रभावित बच्चों और उनके परिवारों को तत्काल मनोवैज्ञानिक परामर्श और मेडिकल सहायता मिल सके, जिससे समय रहते सही इलाज संभव हो सके।
यह एकीकृत दृष्टिकोण समस्या की जड़ पर वार करेगा और बच्चों को एक सुरक्षित भविष्य प्रदान करने में मदद करेगा।

Greetings 🙏, My suggestion is to make awareness programs focusing on drug and substance abuse completely mandatory in all schools. These programs should include impactful educational videos that vividly depict the consequences of drug use, helping to instill a deep understanding of its dangers in students. Furthermore, they should go beyond just providing information to actively build students' decision-making skills, self-esteem, and life skills to help them resist negative pressures. Additionally, easily accessible support centers should be established at the community level. These centers should provide immediate psychological counseling and medical assistance to affected children and their families, ensuring timely and effective care. The SOP should include
1- strong methods to identify such children
2- strong legal points must be created to take care of such children where their legal parent has objection and how to overcome it
3- Basic nursery to primary education ecosystem specially designed to fit to the mindset of such resuced children
4- Gradual integration of such children into main stream education system at middle school level or high school level
5- Regular counselling

My post no. 2 prevention Pollution, dead food, cold storaged food, godown and factory food and drink, dead air in room, not organic food etc.etc.
Children not getting freshness through food and drink and natural taste from food and drink.
Lost touch of Nature is root cause of problem.
No Dance and sports activity at home and in school are root cause of eating sugar and salty and fast food and intoxication. This cause fat and malnutrition problem also. Sleep also not complete due to early morning school opening. This also root cause. Artificial cloth and big distance from home to school is also root cause. My book is under publication about all this problems and solution.

I suggest introducing a “One Child – One Care Pathway” model in the proposed SOP. Every child identified as being at risk of drug or substance use should receive one continuous, child-centred pathway: PREVENT → IDENTIFY → PROTECT → TREAT → RECOVER → REINTEGRATE. A designated Child Care Coordinator may connect schools, families, health services, Police, CWC, DCPU and rehabilitation services through a closed-loop referral system, ensuring that no child is lost between departments. A confidential Recovery Continuity Record may be used only by authorised personnel for continuity of care, with strict privacy safeguards and minimum necessary data sharing. The framework should provide rapid safety assessment, child-friendly counselling, family support, education continuity, rehabilitation, vocational support and structured post-rehabilitation follow-up. Children affected by trafficking or exploitation should receive special protection and rehabilitation. The model should also include child
