      The National Commission for Protection of Child Rights (NCPCR), in collaboration with MyGov, invites suggestions  on the draft Standard Operating Procedure (SOP) on the “Prevention & Response Framework for Drugs & Substance Use among Children.”

      The SOP is being developed by NCPCR in accordance with the Joint Action Plan on Prevention of Drugs and Substance Abuse among Children and Illicit Trafficking, 2021.

      The proposed Framework will incorporate inputs received from various stakeholders, emerging best practices, recent research, and relevant recommendations contained in the NCORD Vision Document.

      The Framework aims to provide a comprehensive and child-centric approach for the prevention, early identification, response, treatment, rehabilitation, and reintegration of children affected by drug and substance use and illicit trafficking.

      Through this initiative, NCPCR seeks valuable suggestions from stakeholders and citizens to strengthen the proposed Framework and ensure a coordinated, effective, and rights-based response to address drug and substance use among children.

      To make the draft SOP on the Prevention and Response Framework for Drugs and Substance Use among Children operational, legally cohesive and child-centric, the framework must harmonize child protection laws (the Juvenile Justice Act, 2015) with drug enforcement mandates (the NDPS Act, 1985 and the NCPCR–NCB Joint Action Plan). The points recommended for inclusion in the SOP are attached for the reference.

      बच्चों में नशीले पदार्थों के उपयोग की रोकथाम के लिए स्कूलों के 100 मीटर के दायरे में इनहेलेंट, कफ सिरप और तंबाकू की बिक्री पर सख्त रोक लगे तथा उल्लंघन करने वाली दुकानों और फार्मेसियों के लाइसेंस रद्द किए जाएं। बच्चों को ड्रग पेडलिंग में फंसाने वाले वयस्कों पर कठोर कानूनी कार्रवाई हो, जबकि नशे से प्रभावित बच्चों को अपराधी मानने या स्कूल से निकालने के बजाय पीड़ित मानकर अनिवार्य काउंसलिंग दी जाए। इसके साथ ही, वयस्कों से अलग समर्पित बाल नशामुक्ति केंद्र स्थापित किए जाएं और रेलवे स्टेशनों व बस स्टैंडों पर रहने वाले बेघर बच्चों के रेस्क्यू व पुनर्वास के लिए नियमित अभियान चलाए जाएं।

      To prevent drug and substance use among children, we need a three-step approach. First, schools should have mandatory awareness sessions and counselling to teach children about the harmful effects of drugs. Second, parents and teachers should be trained for early identification of behavioral changes. Third, we need strict monitoring of shops near schools and easy access to a child helpline and rehabilitation centers. A safe and supportive environment can keep our children away from drugs.

      Hai, I'm Akshay Jain. I want to Start the Waste Material Processing Unit in which I can Process (If Company was Started) the Plastic Bottles and Plastic Material & Organic Kitchen Waste & Dry Waste of Tree in the Initial Stage & there after I can Scaleup for Old Textiles Waste and Clothes Waste, Glass Waste and Jars & Aluminium Waste, Paper and Cardboard Waste and Metal Waste for Processing. Please help me to Start the New Processing Plant for nearby Location of Mungaoli. I have only the Idea & I do not have any Paper Work.

      The proposed SOP can be strengthened through a clear child-first pathway: Prevent → Identify → Protect → Treat → Recover → Reintegrate → Follow-up. I suggest assigning a responsible case coordinator for each identified child, establishing time-bound referral protocols, maintaining a district-level directory of child-friendly treatment and rehabilitation services, and ensuring continuity of education and family support. The framework should also strengthen prevention around schools and child-care institutions, protect confidentiality, include child participation, and create a parallel protection response where substance use is linked to trafficking or exploitation. Finally, monitoring should focus on outcomes such as referral completion, treatment continuity, education retention/re-entry, safe reintegration and follow-up—not merely the number of cases recorded.

      I'll try to share what I know about it. I know everyone will say, "Do this and that for your children to keep them away from drugs."But has anyone thought why the child takes this drug, whether he gets addicted to it or is forced to do it, or something else?No matter how many methods you adopt, you will not be able to remove the addiction from the minds of children. Whatever hard methods we adopt, it will result in the child not drinking in front of you but he will enjoy it secretly.You will attract him towards this through these methods, even if he remains silent in future, this will remain in his mind and someone or the other will fulfill his wish.This is what we have to understand, who is fueling this desire, or who is inspiring these drugs to be taken. You will be surprised to know that in today's time, youth between the age of 11 to 25 years consume the most drugs.I can't sum up my thoughts and ideas in these 1000 words. But instead of trying to help people get rid of addiction,
