The National Commission for Protection of Child Rights (NCPCR), in collaboration with MyGov, invites suggestions on the draft Standard Operating Procedure (SOP) on the “Prevention & Response Framework for Drugs & Substance Use among Children.”
The SOP is being developed by NCPCR in accordance with the Joint Action Plan on Prevention of Drugs and Substance Abuse among Children and Illicit Trafficking, 2021.
The proposed Framework will incorporate inputs received from various stakeholders, emerging best practices, recent research, and relevant recommendations contained in the NCORD Vision Document.
The Framework aims to provide a comprehensive and child-centric approach for the prevention, early identification, response, treatment, rehabilitation, and reintegration of children affected by drug and substance use and illicit trafficking.
Through this initiative, NCPCR seeks valuable suggestions from stakeholders and citizens to strengthen the proposed Framework and ensure a coordinated, effective, and rights-based response to address drug and substance use among children.

as sir youth are involved in drugs and their bodily organs get damaged for this I want to propose an initiative called Hydro fit schools under Fit India Mission and ayushman bharat school health programme sir i have a ideas that there could be a free detox water in every canteen of school that is using earthern pots infused with locally sourced lemon mint and cucumber that is to be distributed to every children to ensure their body remains hydrated and the youth who are involved in drugs when they drink this detox water their body gets detoxified removing all the toxins from the body preventing them from any kind of health diseases Also sir regarding drug abuse I propose an initiative called bio acoustic gardens sir schools and colleges ke garden me kuch specific plants lagaye jaye jo students ke cortisol levels ko kam krne or concentration ko bdhane me madad krega jaise sir bhrami plant snake plant lavender inko lga skte hai but innovation is continue in next comment

following are my inputs
1. within 2 kilometers from educational institutes no arrack shops/ belt shops/bars shops should not be allowed
2. strict orders shall be issued to do not sell drugs/ arrack / Brandi/vine/ viskey etc for below 18 years people.
3. some vendors , to attract children they are mixing drugs in eatables and selling. such vendors shall be caught and shall be punished
4. near education institutions so many shops are being installed and attracting students and cheating them

suggestion in school students:
Every school should have compulsory awareness classes, counseling, and a dedicated counsellor. Drug abuse chapter should be included in curriculum.
Teachers and Parents programs :
Parents and teachers should be trained to identify early signs of addiction.
Strict Enforcement:
Strict ban on sale of tobacco, gutkha, drugs and alcohol within 500 meters of any school.also tamil nadu by chief minister c. Joseph vijay.
Rehabilitation: Every district should have a child-friendly rehabilitation and de-addiction centre with free treatment.
Positive Engagement:
Government should promote sports, music, art and skill development clubs in villages and schools to keep children engaged.
Helpline: A all time confidential helpline number for children to report or seek help. Parents awareness is important.

In my view, children struggling with substance use should be treated with understanding rather than simply being punished. We should try to understand the reasons behind it—peer pressure, loneliness, family problems, abuse, stress or lack of support.
They need a safe space to speak without fear of judgement, along with counselling, treatment and continued emotional support. Rehabilitation should also help them return to education, family and society with dignity.
A child's mistake or difficult phase should not become their identity. The focus should be on helping them recover, rebuild their confidence and have a better future.
