भारत में आर एवं डी पर व्यय सकल घरेलू उत्पाद का केवल 0.80 प्रतिशत है जिसे 1.5 प्रतिशत तक बढ़ाने की आवश्यकता है। अंतर विषयक शोध को बढ़ावा देने और आर एवं डी परियोजना के लिए भारत को गंतव्य बनाने, सभी विषयों में अनुसंधान और नवाचार को बढ़ावा देने के लिए किस प्रकार की कार्यनीतियों का अनुसरण करने की आवश्यकता है।

1. For Publishing Research Paper in Very Reputed International Journals, there is a fee for making them open Access, generally Indian Scholars don't have any Financial Support for that Fee. It can be as high as up to 1200 USD per paper. Thus most of the Indian Scholars publish their papers in low grade journals or in good journals without open Access. This limit the exposure which the paper of Indian scholars gets, which in turn limits the results and scope of that paper audience.

Only 7 Indian research scholars are in the list of 3200 Top Scholars of the world. This is reallyyyy shameful for Indian Policy Makers. Please revive the policy to encourage quality research.
My suggestion for increasing the quality (after good selection process in PhD) would be as follows :

Government should make it compulsory for all the universities to follow the Uniform Rules for Selection in PhD.

Road After PhD Selection...
The above suggested changes will surely give good quality research scholar in PhD course. But only selection is not important, after selection producing good research is also very very important for success.
Recently i was checking Thomson Reuters "THE WORLD’s Most Influential Scientific Minds 2014" Only 7 Indian Scholars are among 3200 top

Government should make it compulsory for all universities that No seat should be left vacant if number of applicant is higher than number of seats.

The government first must motivate the people from existing system with facilitation. The state govt. owned institution are in very bad financial conditions. The central govt. can directly facilitate them in research, training etc.

I personally tried to get support for my book publication from state govt., TEQIP scheme, and institution, but result is zero. If I am not getting support for book publication from world class publication house, then what to say about others.

Although Number of Applicants in the university for PhD admission is high, and there are plenty of JRF applicants, but they dont select most of them, leaving the seats vacant. Just because one of the person in their relatives is about to get his post graduation done next year, and then he will give exam and will be selected for PhD. So they leave the seat vacant :-P
Government should make it compulsory that No Seat can be left vacant if number of applicant is higher than ..

The Government Should make it compulsory that if there are for example 20 seats in a University of PhD, and 25 JRF and 100 Non-JRF candidates apply for the PhD in that University. Then it must be compulsory to select candidates from JRF (If Available). And Non-JRF candidates should only be selected only on shortage of JRF candidates.
Another Example : Gautam Buddha University (GBU UP), They conduct their own exam irrespective of the fact if you are JRF or not. And its all currupt.

Non-JRF Candidates get selected just because they did their Masters/Post Graduation from same Institute/University OR They have some kind of Jack in the Department.
For Example : In University of Delhi, In almost all departments there are candidates who are not JRF, althought JRF candiates applied for the selected but they were not selected and NON-JRF candidate were selected because of baised selection.
So My First question is WHY Government have JRF for PHD?

Current Scenario :
Research is mainly occurring on government funded research projects in dedicated research organisation/labs/institutes and by research scholars working in academia.
Currently government have fellowship (by UGC/CSIR/etc) for pursuing M.Phil/PhD. with base amount of Rs.25000/Month. But there are N Number of students who hold UGC-JRF but they dont get admission in Goverment Universities because there is an GD/PI Clause in finaal selection. And Non-Net /Non-JRF
