स्मार्ट सिटी प्रतियोगिता के स्टेज 2 अत्याधिक महत्वपूर्ण है क्योंकि प्रत्येक शहर के स्मार्ट सिटी प्रस्ताव में मॉडल चुना शामिल माना जाता है जिसमे (एससीपी) पुनःसंयोजन या पुनर्विकास या ग्रीनफील्ड विकास का एक समावेश है, और इसके साथ ही स्मार्ट समाधान के साथ पान सिटी आयाम शामिल है। स्मार्ट सिटी प्रस्ताव (एससीपी) भी शहर निवासियों और अन्य हितधारकों के साथ आयोजित विचार-विमर्श की रूपरेखा तैयार करेंगे। इसके अलावा, स्मार्ट सिटी के लिए एक दृष्टिकोण तैयार हो गया है, और इसे बेहतर जीवन जीने के लिए अपने शहर की पेशकश की और अधिक करने की जरूरत है, आकांक्षाओं और स्थानीय लोगों की इच्छाओं से उभरना चाहिए।

स्मार्ट सिटी की सबसे बढ़ा चालक स्मार्ट नागरिक है। स्मार्ट शहरों में नागरिक भागीदारी ऊपर उठाया है। तो, स्मार्ट सिटी प्रस्ताव (SDAs शहर की और इस तरह के निवासी कल्याण संघों (RWAs), कर दाताओं के संघ (TPAs), वरिष्ठ नागरिकों और स्लम निवासियों संघों के रूप में विभिन्न समूहों की सक्रिय भागीदारी के माध्यम से निवासियों के साथ विचार-विमर्श के बाद नामित नागरिक केंद्रित हो जाएगा)।

विचार विमर्श के दौरान, इस तरह के अत्यंत चिंता का विषय है, जरूरत है और नागरिकों और विभिन्न समूहों की प्राथमिकताओं के क्षेत्रों के रूप में विभिन्न मुद्दों / संघों की पहचान की जाएगी और लोगों को केंद्रित समाधान विकसित किया जाएगा।

चंडीगढ़ प्रशासन ‘चंडीगढ़ को स्मार्ट सिटी’ घोषित करने के लिए अपने नागरिको से इस सन्दर्भ में उनके विचार साँझा करेगा| अभियान एक स्मार्ट सिटी टैग के लिए शहर की खोज के लिए समर्थन जुटाने के लिए चंडीगढ़ प्रशासन के प्रयास में जनता की भागीदारी बढ़ानी है। चंडीगढ़ के निवासी ‘चंडीगढ़ को स्मार्ट ‘ घोषित करने के लिए अपने मत , सुझाव इत्यादि चंडीगढ़ की सरकारी मोबाइल एप्प पर भी भेज सकते है।

Burning dry leaves has been one of causes for air pollution. Despite citizens complaining about it every year, no effective step has been taken by UT Adm. Suggest, every park to have compost pits made in the four corners or any suitable locations within the parks, where only dry leaves and foliage are dumped. The produce can be utilized as manure in the parks while planting flowers & other shrubs.

Connectivity:-
The city should be very well connected by rails as well as road routes. So that one can travel to any part of the city with in minimum time possible (Road express way & Rail infrastructure should be explored) .
Accesibility & Affordability :-
With Connectivity there comes a question of Accessibility whether there is any Good mode of transport. Metro,rail & public busses should be used to connect every part of the city.
In Mumbai we are facing a problem of Affordability. Mumbai metro is very costly compare to other Modes of transports so there is no use of it If it cannot be used by most of the people
Spacious :-
How can we make a city spacious which is very congested.
1) We cannot grow horizontally but we can grow Vertically for that Municipal cooperation need to be eqquiped to provide water supply and others required facilities.
2) We have enourmous space can we make effective use of railway station .The roof of platform & stations could be used for parking purpose and it can be given on lease for commercial use.
3) Bus depot have huge area , we can make use of it by making the terrace on it so that we can grow vertically & again it can be used for parking & commercial purpose.
Literacy:-
How can we talk of smart city without a smart people.
1)Goods Schools in every area with basic infrastructure.
2) To boost digital India government should open Computer Lab in every locality with afforadable rates or can provide it with wifi.(The average Internet speed of India is 1.3 Mbs which is very less compare to global average )
pollution resistant :-
1) As our P.M emphasized more on Clean energy and green energy; use of solar energy will be very beneficial atleast it can be used for 'traffic & Street Light'.
2)Tree plantation especially on the divider(small shrubs) and on the both sides of roads.
3)There should be dustbin at the public places like railway stations , bus stop etc. people have a habit of throwing the bus & rail ticket anywhere .
4) To promote swatch Bharat every eatable company should print a 'small dustbin mark ' and 'please thow in dustbin' on their wrapper , like what we see in Ciggarates.
WASTE Disposal:- most Important part is the solid waste disposal ;governemnt should work on it.

Let us take some lessons for other cities like Bangalore, Mysore, where big IT companies are playing their role as a part social responsibility.The city is divided into various zones and a Senior officer is given responsibility of doing social services & addressing the area eccentric issues with residents once a week. Many success stories are there, including sanitation & health reforms in rural areas adjoining or within the city, waste management disposal and further its utilization.

UT should encourage only e-billings and e-payments.Though in practice but still not in practice. People in the counters have to be better equipped and trained to handle customers efficiently.

Water & electricity bills should be clubbed into one form. Presently both the bills are delivered separately after a gap of two weeks. Clubbing the bill, which was in practice sometime back, would not only save paper, but also save on hassles for the residents.

green lungs of City chandigarh is disappearing in the race to be more modern. Surrounding land to chandigarh is slowly converting to concrete jungle. Fresh air is no more to be seen. Cars are parked on the roads making it difficult for other vehicles to move around.

In Chandigarh & surrounding areas there are many retd senior Central & state govt officials, who may be ready and their volunteer services(Adm/Tech) can be taken for just giving feedback to a designated senior official on the progress of any work in/near the area of his residence. This may ensure better monitoring of the work.

Empower CHB Residents welfare associations (RWAs) to play role in ensuring upkeep of their area. First line of action should be with RWAs before CHB further takes up. Methodology & procedure can be worked out.
Concerned personnels of utilities like electricity, water, sewerage, horticulture to work closely with RWAs for development & maintenance work of the area.
