कैसे हम स्वास्थ्य सूचना प्रणाली को मजबूत बनाने के माध्यम से स्वास्थ्य लाभ को अधिकतम करें?

1.1 फिलहाल जिन डेटा प्रणालियों का उपयोग किया जा रहा है,वे कार्यक्रम विशेष के लिए हैं और उनसे सार्थक सूचकों की परिगणना के लिए विभाजकों संबंधी सूचना प्राप्त नहीं होती है।

1.2 एकाधिक उदग्र रोग निगरानी प्रणाली तथा एकीकृत रोग निगरानी परियोजना(आईडीएसपी) के माध्यम से निगरानी डेटा तैयार किया जाता है जो इन कार्यक्रमों के साथ पर्याप्त रूप से एकीकृत नहीं है।

1.3 निजी क्षेत्र से और शहरी इलाक़ों से रोग की पूरी रिपोर्ट नहीं मिलती।

1.4 स्वास्थ्य सूचना प्रणालियों का कार्यक्रमों के परिणाम-आधारित अनुवीक्षण के लिए प्रभावी तरीक़े से उपयोग नहीं किया जाता।

1.5 स्वास्थ्य प्रणाली के सुदृढीकरण हेतु भारतीय परिप्रेक्ष्य के अनुरूप अनुसंधान और विशिष्ट समाधान को कम प्राथमिकता दी जाती है।

2. सुझाव

2.1 विभिन्न कार्यक्रमों की प्रबंधन सूचना प्रणालियों को राष्ट्रीय स्वास्थ्य प्रबंधन सूचना प्रणाली के साथ जोड़ दिया जाए जिसमें प्रत्येक नागरिक का स्वास्थ्य रिकार्ड उपलब्ध हो। इस डेटाबेस को राष्ट्रीय जनसंख्या पंजीकरण तथा बायोमीट्रिक डेटा के साथ जोड़ा जा सकता है।

2.2 निर्णय लेने संबंधी समस्या के समाधान के लिए स्वास्थ्य प्रबंधन सूचना प्रणालियों(एचएमआईएस) के रखरखाव तथा उपयोग की क्षमता को सुदृढ किया जाना चाहिए।

2.3 सबके जन्म और मृत्यु का पंजीकरण सुनिश्चित किया जाना चाहिए।

2.4 आईडीएसपी को सुदृढ करने के लिए राष्ट्रीय पोलियो निगरानी परियोजना की सर्वोत्तम कार्यशैली को अपनाया जाना चाहिए ताकि सभी महत्वपूर्ण संचारी तथा असंचारी मानव रोगों को शामिल किया जा सके।

2.5 समस्त स्वास्थ्य सेवा प्रदाताओं,ख़ासकर निजी क्षेत्र के प्रदाताओं की नेटवर्किंग को बेहतर बनाया जाना चाहिए ताकि एचएमआईएस को सुदृढ किया जा सके।
2.6 सभी स्कीमों के परिमामों को इनपुट सूचकों के साथ जोड़ दिया जाना चाहिए ताकि प्रभावी अनुवीक्षण हो सके। उदाहरणार्थ, जननी सुरक्षा योजना के परिणामों के अलावा, स्कीम के अनुवीक्षण और इसके अंतर्गत धन के वितरणको देखा जा सकता है।

2.7 मौजूदा शिक्षा संस्थानों को सुदृढ किया जाए ताकि विभिन्न मुद्दों पर अनुसंधान में नेतृत्व और कार्यशैली उपलब्ध हो सके जिसमें स्वास्थ्य प्रणाली सुदृढीकरण पर बल दिया गया हो।
