The Ministry of MSME is in the process of amending the MSMED Act, 2006. In this regard, this Ministry had consulted various central Ministries/Department/State Govt./Industry Associations/other stakeholders & general public.

Based on the consultations and written inputs received from various stakeholders, the amendments proposed in the MSMED Act, 2006 are based on the following four key pillars:

A) Enhancing inclusivity and broad-basing the scope of the Act;
B) Future-proofing the Act;
C) Improving co-ordination under the Act;
D) Enhancing the ease of business in the ecosystem;

A) Enhancing Inclusivity and Broad-basing the scope of the Act
• Accord statutory status to Udyam registration for availing benefits under the Act.
• Provision for credit guarantee coverage to Micro and Small Enterprises by Government.
• Enabling provisions to address issues of credit gap; shortage of working capital; ensure adequate, affordable, and timely finance to enterprises; minimize the incidence of financial stress among enterprises; and leverage new and emerging platforms and technologies such as the Trade Receivables Discounting System, Account Aggregator Framework, etc.
• Provision for targeted mechanisms for capacity building of women, members of SC and ST, and rural artisans and craftspeople and provisions for market access, financial and digital literacy.
• Inclusion of cottage, village, and coir industries as rural artisans and craftspeople in the MSME classification scheme, to promote rural industries and enterprises.
• Inclusion of Medium Enterprises in the dispute resolution framework

B) Future-proofing the Act
• Strengthen provisions for technological upgradation and green technology to enhance productivity, quality, and competitiveness.
• Enabling provisions for the adoption of energy-efficient, sustainable technologies by MSME.
• Designation of a Green Fund to support the energy transition of MSME and integration in the global value chain.
• Addressing industrial obsolescence among enterprises.
• Promoting technological upgradation and research and development among enterprises.
• Encouraging the adoption of sustainable technology solutions by enterprises.

C) Improving coordination
• Streamline the structure, working, and functions of the National Board and the Advisory Committee to make them lean, efficient, and responsive to the requirements of MSME, and strengthen the monitoring and evaluation mechanism.
• Provision to set up an adequate number of Facilitation Councils in States for better access to MSMEs, along with an incentive structure to promote competition and good performance among them.
• The composition of the Facilitation Councils may be prescribed by the State Government.

D) Enhancing Ease of Business in the Ecosystem
• Provisions for the decriminalisation of offences by converting criminal fines into civil penalties.
• Simplification of regulatory clearance mechanism and procedure for establishment and management of MSME by making suitable provisions in the Rulemaking powers of the appropriate Government.
• Creating and encouraging the adoption of digital solutions to improve transparency and foster a culture of accountability
• Make the adjudication process simpler and speedier, aligning it with the alternative dispute resolution framework and online dispute redressal.

ANOTHER IS I HAVE IDEA WITH NOW FLOODS ARE THERE IN MANY PLACES,SO THERE IS IDEA WITH CAMERA LIKE DRONE WITH WATERPRUFE.IT WILL GOES ANY WARE LIKE DOWN TO EARTH.

मै मोदी जी से अति प्रसन्न हु देश हित मे जो भी कार्य है प्रसंसनीय है लेकिन मुझे अभी तक किसी भी योजना का लाभ नहीं मिला मै कर्ज के बोझ मे इतना दब गया हु की अब कोई रास्ता नहीं दिख रहा है मै और मेरा परिबार भोंखे मरने के कगार पर है अब तो सोंच रहा हु सपरिवार आत्म हत्त्या कर लू मेरी मदद करने वाला कोई नहीं है

why you made it whether banks granted to pay if co fail he the banks have no risks you have to pay three premiums than you taken back the slender value when govt says no any security is required why they are taken the total premiums comes about to Rs 276000/- yearly Is it possible to get income or otherwise the said persons wanted to bring the loanee in the Road he you may complain any where no body can do any actions against me and he also say aap ko loan dekar maira kaya faida what he wants that means he is corrupted persons he setback all his superior by influence of money power so I requested to draw up a high level bolds steps by higher efficient officer not connected with the N. no ration commodities are available in proper all looted by the ration staffs. No wheat rice palmoil available. No proper administration here. No pulses are available going to be stopped. but we are in great difficulty here please take action. No media voice all stopped.

sir we from tamilnadu. This idiot stallin could not get any outlets shops for selling tasmac bottles. hence we from tamil nadu are placing this humble request to our Honble Prime Minister Shri Natedra Modiji to make this man selling bottles in ration shops. as it may create more death tolls. Sir Please intervene in this matter of selling bottles in ration shops. Already poor people are suffering. more deaths causing in tnadu nobody to question him. As my brother is also affected by this. moreover please bank of racing as so many families are ruined by this. Moreover electricity bills bus fares are going to be hired this month onwards. we people are suffering here days by day. please kick this man ouoff cabinet or dissolve this dmk government immediately. thk you sir

*Amendments in the MSMED Act, 2006*

- *New Composite Criteria*: The Central government has introduced a new composite criteria for classifying MSMEs, which comprises both ‘investment in plant and machinery/equipment’ and ‘turnover’ ¹.
- *Registration Procedure*: Significant changes have been introduced in the registration procedure to facilitate transparency and eliminate the misuse of the MSME mechanism ¹.
- *Dispute Resolution*: The Act prescribes a two-stage mechanism comprising conciliation and arbitration for settling the claims of micro and small enterprises ¹.
- *Landmark Judgments*: There have been 40 landmark judgments delivered by the Indian courts on the Micro, Small and Medium Enterprises Development Act, 2006, which have provided clarity to the Act and ensured its implementation in its true sense ¹.
