In 2025, the Central Adoption Resource Authority (CARA) is placing special focus on promoting family-based care for children with special needs (Divyaang children). In collaboration with MyGov, CARA invites all Indian citizens to participate in an important national discussion on the theme:
“Non-institutionalized Rehabilitation of Children with Special Needs (Divyaang Children)”

This initiative seeks to create a collaborative platform where citizens can:
1. Share insights on the challenges and barriers in the identification and adoption of children with special needs
2. Suggest innovative ideas, strategies, or solutions to strengthen the adoption ecosystem
3. Contribute to policy-making by offering actionable recommendations to ensure a loving family environment for every child, especially those currently residing in Specialized Adoption Agencies (SAAs) and Child Care Institutions (CCIs)

Your thoughtful suggestions can play a key role in shaping a more inclusive, compassionate, and efficient adoption framework for Divyaang children.

Who can participate?
All Indian citizens are welcome to join the conversation and submit their ideas.

Selected entries may be featured in national-level publications, exhibitions, and even considered in policy discussions aimed at improving the lives of children with special needs.

Namaskar. My suggestion is about improving family-based care for children with special needs. Today, a large number of children legally free for adoption fall under the special-needs category, but only a small portion are adopted, and many continue to live in institutions for years. If we want to change this, we need stronger support for families. A dedicated support package under Mission Vatsalya including therapy, medical coverage and guidance can make adoption or foster care more practical. Along with that, counselling, peer support groups and a national helpline can help families feel confident and supported. Finally, if more positive stories of Indian families adopting special-needs children are shared publicly, it can reduce stigma and inspire others. With the right support, every child can grow in a loving home.

my post no. 40 लोग परिवार में अपने बेटा बेटी में भेदभाव करते हैं। भोजन से लेकर कपड़ों तक, पढ़ाई से लेकर खेलकूद तक, सभी में भेदभाव करते हैं। जब परिवार अडॉप्ट करेंगे दिव्यांग बच्चों को तो क्या उन्हें अपनी संपत्ति में हिस्सा देंगे ? परिवार में घरेलू नौकर रख जाते हैं। उनको मजदूरी पूरी देते नहीं है। उनसे पूरा काम लेते हैं। मारपीट करते हैं। उनको कार्य से निकाल देते हैं। जबरदस्ती बीमारी में या त्योहार में आना पड़ता है। कोई छुट्टी नहीं देते। ऐसी हालत में वह दिव्यांग बच्चों को क्या रखेंगे परिवार में? लोगों में भाईचारा नहीं है। पहले उसे develop करे। मुझसे संपर्क करे आयडिया के लिए। I am Change Maker Top badge holder at mygov.in

My post number 39 लोग कुत्ता बिल्ली पाल लेते हैं। उनके साथ मारपीट तक करते हैं। उनको भूखा रखते हैं। उनका समय पर इलाज तक नहीं कराते है।  लोग अपने सौतेले भाई बहन के साथ और सौतेले बच्चों के साथ मारपीट भेदभाव करते हैं। यहां तक की अपने सौतेली बेटी के साथ बलात्कार/सेक्स करते हैं। लोग अपने बेटा बहू को घर से बाहर निकला रहे है। बेटों को घर से बाहर निकाल देते हैं।   बेटियों को बेच दे रहे हैं। हत्या, आनर किलिंग कर रहे हैं।  लोग अपने बेटे की हत्या कर रहे हैं। बेटी की हत्या कर रहे है।  बेटे बाप की हत्या कर रहे है। मां की हत्या कर रहे है। पत्नि की हत्या कर रहे हैं। पति की हत्या कर रही हैं पत्नि।    इस दिमागी हालत में देश में दिव्यांग बच्चों को कोई क्यों  देखभाल करेगा। पहले ऐसे हालात को सुधारे। परिवार को व्यवस्थित करिए।   हमारा पारिवारिक सिस्टम तोड़ दिया है सरकार ने गलत कानून /विज्ञापन करके। उसको पहले जोड़ना है। उसके बाद फिर सोचिए कि आपको कैसे दिव्यांग बच्चों को परिवार में रखना है। मुझसे संपर्क करिये परिवार को व्यवस्थित करने के आयडिया के लिए।

j jb child welfare committee must be formed in all dist and all states / in ap a lot of discrepency no board for lasrt 3 yrs recct ment is done but was cancelled 3 times by cmo this is the status / one more thing is the creamy llayer in sc st also this is very important issue / only some families are recurring for last 75 yrs and they only get the govt jobs / we see in villages so many educated but un employed may be looked in to
