The National Council for Vocational Education and Training (NCVET) was notified as an overarching skills regulator on 5th December 2018 vide notification No. SD-17/113/2017-E&PW

The NCVET will regulate the functioning of entities engaged in vocational education and training, both long & short-term, and establish minimum standards for the functioning of such entities.

Pursuing its mandate, NCVET has developed a draft of the ‘Guidelines for Recognition of the Awarding Bodies’. These guidelines are an attempt to standardize operations and outcomes of the Awarding Bodies (ABs) in the skills ecosystem. This will lead to improvement in quality and market relevance of skill development programs lending credibility to vocational education and training, encouraging greater private investment and employer participation in the skills space.
Guidelines define scope, criteria, tenure and detailed process of recognition as an AB. A robust mechanism of monitoring and evaluation based on well-defined parameters forms integral part of the guidelines.
The AB guidelines are structured as eligibility criteria and continuance criteria. The eligibility criteria ensures that ABs demonstrate required sustainable capacity earmarking the basic minimal organizational requirements and necessities. The continuation criteria ensures continuity of an awarding body based on its performance against the monitoring and evaluation parameters.

Comments are invited from public on the proposed guidelines.

Ensure that ABs are not involved in money making business.
Pledge to be taken from each and every member of ABs, that they work with sincerity, integrity.... with good service moto and not involving in economical profitability.

Vocational Education is still treated as an optional subjects in some part of india wherein we knew vocational subjects decides the careeer for student. Vocational Teachers are recruited by private companies and yet not paid as the regular teachers . neither their work is appreciated by any means and mostly vocational educators are youngsters. Government needs to identify such vocational teachers and give them a hike in payment also certain award category for them as they are left behind.

Sir, most of the companies looking for candidates who have experience. So that we have to change way to teach students.as of now, most of the institutions across india are focusing on theoretical knowledge rather than practical knowledge. First of all, we need to upgrade our institutions by upgrading their labs with new technologies. All courses need to be reviewed and change as per requirements and also all semester must includes internship program, will help for creating new talent acrossindia

मार्केट बेस्ड रोजगार उत्पन्न करने वाले कोर्सेज का ज्यादा से ज्यादा उपयोग होना चाहिए। आज भी वही पुराने कोर्सेज चलाये जा रहे है जबकि आज समय बदल चुका है।बहुत से नवीन रोजगार बाजारों में आ गए है उन पर रिसर्च करके उन्हें शामिल किया जाय।

स्कूली जीवन से ही स्किल डेवलपमेंट को जोड़ा जाना चाहिए जिससे बच्चों में स्वरोजगार की भावना तेजी से विकसित हो न कि रोजगार की वर्तमान की स्कूली शिक्षा और तकनीकी शिक्षा रोजगार बेस्ड है जो कि स्वरोजगार बेस्ड होना चाहिए।

ट्रैनिंग के पश्चात यह निश्चय किया जाता है कि ट्रेनिंग प्राप्त व्यक्ति रोजगार करेगा या स्वरोजगार करेगा। यह पहले ही सुनिश्चित किया जाना चाहिए उसी के अनुरूप प्रशिक्षण की व्यवस्था होनी चाहिए।

मान्यनीय महोदय जी आपके द्वारा बनाया गया विज़न बहुत ही बढ़िया है। पर इसमें ट्रेनिंग के बाद का फॉलोअप नही मैन्शन किया गया है। ट्रेनिंग के बाद भी फॉलोअप करना बहुत ही जरूरी है जोकि गवर्मेंट की डेटा शीट बनाने में काम आती है।
