Historically India has been a world leader in higher learning. Our universities like Nalanda and Takshashila were foremost learning centers of the world. The profound knowledge of these centres attracted scholars from across the world. After these seats of learning ceased to exist, great universities of the western world came into being, marking the shift in knowledge production and dissemination from the East to the West.

We need to restore our rightful place and make our universities and colleges producers of knowledge for the world. In this endeavour, the government is committed to ensuring that our higher education institutions achieve the highest levels of global excellence in teaching and research. To start with, it is proposed to provide an enabling regulatory architecture to tenpublic and private institutions each to emerge as world-class Teaching and Research Institution. They would be facilitated by giving autonomy on academic, administrative and financial matters. It will enable meritorious and talented students of India and abroad, irrespective of their financial status, to realize their dreams and enroll for getting highest quality knowledge, taught by renowned global knowledge providers.

The above initiative is the beginning of our journey to restore the original mandate of higher education regulators, as facilitators and guides, driven by norms of self-disclosure and transparency, instead of top-down command and control and micromanagement, in the quest to achieve world-class standards in all colleges and universities. This would enable our universities to become leading global centers of knowledge production.

The aim is seek comments /views/suggestions from citizens on following documents:

i. Policy on Establishment of World Class Institutions
ii. UGC (Declaration of Government Educational Institutions as World Class Institutions) Guidelines, 2016
iii. UGC (World Class Institutions Deemed to be Universities) Regulations, 2016

In Germany, a gap between Theory and Practical is very less. All exams can be evaluated through computers like IIT, CAT entrance exams so that uniformity, time-saving, transparency are achieved. The Uniform syllabus is needed throughout India for schools and colleges.In South Korea, all are giving priority to become Teaching profession rather than Doctors, Engineers so that quality of Teachers is very high. All developed countries are giving priority to creative, innovotive ideas and researches

As suggested by Mahatma Gandhi, government should have NO role in higher education and should focus only on primary education. Organizations like UGC should be abolished and government supported/funded higher educational institutions should put on strategic sale for total privatization as private sector should be only player in higher education with NO role of government or associated bodies. #UGC, #WorldClassInstitutions, #MHRD, #UniversityGrantsCommission, #MyGov

सर उत्तर प्रदेश सहित सम्पूर्ण भारत की90प्रतिशत उच्च शिक्षा निजी हाथों मे है जिसमें सरकार का कोई हस्तक्षेप नहीं है संस्थाओं के प्रबंधक भगवान बन अपनी मनमानी करते हैं जिसमें फर्जी शिक्षक फर्जी पढ़ाई और फर्जी परिणाम नकल और कागज के सहारे दिया जाता है ।इन संस्थाओं मे कार्यरत शिक्षक लावारिशहै ।वेतन के नाम पर मनरेगा से कम की मजदूरी ।सर्वोच्च अदालत कहती समान कार्य समान वेतन फिर ऐसा क्यों हो रहा है ।शिक्षा राष्ट्र की आत्मा होती है उस आत्मा को पूँजीपतियो के हाथों क्यो बेचा गया ।जवाब दीजिए ।

To make world class Institutions first we should study about other country's world class institutions and then search our deficiencies.Then we can improve our deficiencies and establish a world class institutions.But in our country so many wall to reach in world class institutions ,like reservation policies,a well infrastructure, political environment and interference in institutions, not available a well study system without Tyag and Tapasya , we can not develop world class institutes

Please revise NPTEL and GIAN scheme and structure the same to offer courses which can accumulate credits towards Diploma/Bachelors and Masters Degree,so that any interested person can join and view the lectures for free and eligible persons can get certified by attending practical sessions and exams at a venue near to his location.The IIT's/NIT and IIMs can conduct the exams and certify the learners so that, those Diploma /Degree and Masters will have quality and acceptability in the job market

By discarding the proposed world class institutions.Govt can upgrade Institutions like IGNOU to world class and establishing 10 or 20 more IGNOU'S and enhance the education by live/recorded Video lectures.For making existing Institutions world class,make education outcome based and set measurable world class Targets for the Quality of Degree awarded by Institutions&faculty,if they don't meet set criteria, please think of stopping UGC funding so institutes themselves strive to become world class

India need not follow the crowd and look for world rankings and in the process fund private institutions using Public Money.We have to create high quality low cost education affordable to all for that We don't need acres of land,several buildings and large number of faculty.Through online an blended mode,the every day lectures at IIM and IIT can telecast to millions of IIT /IIM aspirants for online/ offline viewing and the practical sessions/exam can be arranged at near by Engineering colleges

The proposed guidelines like Staff student ratio of 1 to 10 and not more than 30% of the course can be delivered online means,the entire guidelines/regulation are outdated and not relevant.World over most of the top universities are offering Bachelors/Masters and Phd Degree through online and blended mode,why cant this happen in India.Reform the existing education system to make it serious,if the University awards Degree to students without attaining skills they should be held criminally liable

Please abandon the proposal for establishing world class Universities, which may be waste of Public Money.As Traditional University system does not provide high quality education at lowest possible cost to all.As can be noted by the high un-affordable consulting fees charged by the Doctors etc.India has to develop its low cost high quality education following models like IGNOU & NPTEL through online/blended mode.Please telecast live lectures from all IIT and IIMs and certify using NPTEL model
