Main idea here is every citizen would then get an SMS similar to current government messages but will also inform the POCs unique identification, saying something like:

“Dear Citizen, Your appointment for the service “Death certificate Issuance” has been confirmed. Your POC is Mr.XXX, POCID: XXXXX. Please rate your experience with the POC”
This idea is borrowed from Rapido’s “Driver feedback” initiative. Expected result is decrease in corruption at point of contact.

Digital Accountability Initiative: Through the concept of “Last-Mile-Accountability”, all government employees are categorized into Point-Of-Contact Employees(POCs) and non-Point-of-Contact employees wherein POCs are employees that are needed to directly interact with citizens. Each employee will have an ID attached to his identity. Citizens to pre-book a service digitally and give a feed back on the POC assigned to the citizen for the specific service.
