National Statistical Office (NSO) under the Ministry of Statistics and Programme Implementation (MoSPI) is undertaking the Base Revision Exercise of the Index of Industrial Production (IIP) to ensure that the index remains aligned with the current structure and dynamics of India’s industrial sector.

As part of this initiative, MoSPI has released a Discussion Paper 1.0 titled “Substitution of Factories in the Compilation of the Index of Industrial Production”, which details the proposed methodology for the upcoming IIP series and seeks to enhance accuracy and representativeness in future compilations.

The Ministry invites views, comments, and suggestions from experts, academicians, Central & State Government departments, financial institutions, industry bodies, and all other stakeholders. Feedback may be shared at: iipcso@nic.in

Subject: Suggestions for Improving the Factory Replacement System in IIP Dear Sir/Madam, It is essential to include new and active units in the calculation of IIP in place of old and inactive factories. The following suggestions are presented for this purpose: 1. Inactive/closed factories should be removed based on automatic data recording. 2. New and emerging industrial units, especially in the MSME sector, should be included in the IIP. 3. The data collection system should be made completely digital and real-time. 4. The list of factories should be updated regularly by the states. 5. The data verification process should be strengthened to make the IIP more accurate and reliable.

Substitution of factories in the Index of Industrial Production (IIP) is done to maintain the sample's representativeness when a sampled factory closes or changes its production. The replacement factory must: Produce the same item/group. Have a comparable scale of operation. Its data is adjusted using an Adjustment Factor calculated from a 12-month overlapping period with the old factory to ensure the index series remains continuous.

Dynamic pricing applicable in railways. But there is a price cap. But airlines don't have same type price cap.e.g. example on 4th Dec,25, Delhi to Kolkata fare 15k to 25k for journey of 7th Dec. Where as normal fare 5k to 8k. The ticket can available for Dubai/Singapore/Thailand/Hongkong etc. with double flying time in the range of 15to20k. It seems govt. has no control over airline pricing or no regulatory authority. Common people bear the burnt. Politician enjoying their previledge. Airlines monopoly continuing. Request the concern govt. to look into the matters.
