Employment exchange must be fully online and every person registering must have a bank account. Every private job even homemaids must have bank account and all of them must be paid by bank transfer, first start documenting millions of jobs that are already existing in India.

Employment exchange should have phone numbers and should have a website for local regions and all temporary jobs must be placed at the website. In addition, relaxing age limit for government jobs(both central and state), especially, for general class people may help the 'Lost Generation' - the generation that did not get jobs due to various reasons in spite of being highly qualified. Filling up existing vacancies will help. Getting rid of corruption while recruitment helps.
