The Income Tax Department invites constructive suggestions from citizens, taxpayers, professionals, businesses, and other stakeholders to strengthen its Citizen Charter and make it more transparent, citizen-centric, accessible, and responsive to the evolving needs of taxpayers.

The Citizen Charter reflects the Department's commitment towards delivering quality taxpayer services by defining service standards, timelines, taxpayer rights, and responsibilities. As part of its continuous efforts to improve taxpayer experience in line with the vision of Viksit Bharat 2047, the Department seeks practical suggestions and innovative ideas to further enhance the Citizen Charter.

Suggestions may be submitted on, but are not limited to, the following areas:

      • Improving taxpayer services and service standards.
      • Simplifying taxpayer interactions with the Income Tax Department.
      • Enhancing transparency, accountability, and service delivery.
      • Strengthening grievance redressal mechanisms.
      • Improving accessibility for senior citizens, women, persons with disabilities, and first-time taxpayers.
      • Promoting digital service delivery and ease of compliance.
      • Making the Citizen Charter easier to understand through simplified language and better communication.
      • Any other suggestions that can make the Income Tax Department more citizen-friendly, efficient, and responsive.

Your valuable suggestions will contribute towards strengthening taxpayer services, promoting trust, and building a transparent, efficient, and citizen-centric tax administration.

Some suggestions. 1. People can understand the economic improvement from 10 to 5 in 12 years. This shows the progress and incometax is used in proper way. No corruption. Same trend goes well can reach Viksit Bharath easily. The incometax collected is used in proper ways. That is good for us.

Taiwan style receipt lottery could improve tax compliance India should consider adapting Taiwan’s Uniform Invoice Lottery for GST purchases. Taiwan has used it since 1951 to encourage consumers to demand receipts, reducing hidden sales and tax evasion. Electronic invoices also qualify. India could create an India Digital Receipt Reward Scheme linked to GST invoices. Every genuine invoice could enter a monthly draw. Hundreds of ₹5,000 to ₹10,000 prizes and a few major prizes of ₹1 lakh, ₹10 lakh or ₹1 crore could encourage consumers to say “Give me the bill.” The system could use GST and UPI, with prizes transferred to verified winners. Extra rewards could encourage digital invoices. Promoting digital payments can reduce cash transactions and help boost our economy and curb black money. This is a tool for tax compliance, invoice generation and digitalisation. MyGov could pilot it and measure whether receipt demand and GST reporting increase.

      यह किसी व्यक्ति के tax का exact उपयोग बताने का दावा न हो, बल्कि taxpayer के योगदान की राष्ट्रीय भावना को सम्मान देने वाला संदेश हो। इसके साथ एक सरल “My Taxpayer Journey” dashboard बनाया जा सकता है, जिसमें taxpayer को एक ही स्थान पर: ITR Status Refund Status Outstanding Demand Notices Responses Submitted Grievances Important Deadlines Pending Actions दिखाई दें। “I am not just filing my ITR. I am contributing to the building of India.” यही भावना Viksit Bharat 2047 के Citizen Charter की आत्मा बन सकती है। his cumulative contribution ko bhi c/f kiya ja sakata .

regards

Many businesses show their relatives as business partner , When some one inherit property from someone who has also been a business partner, it should be added to their income or pay previous tax due which ever is lesser. It will reduce unfair burden on private companies and salaried individuals who have to support their family

Simplify Taxpayer Services: Use simple language, fewer forms, and a single-window system for common tax-related services. Time-Bound Service Delivery: Clearly specify maximum processing times for refunds, registrations, rectifications, certificates, and other taxpayer requests. Real-Time Application Tracking: Provide an easy online tracking system with status updates, expected completion dates, and reasons for delays. Stronger Grievance Redressal: Establish a transparent, time-bound grievance mechanism with escalation to higher authorities when complaints remain unresolved. Proactive Taxpayer Communication: Send timely SMS, email, or app notifications about deadlines, refunds, notices, application status, and required actions. Taxpayer-Friendly Notices: Draft notices in clear, non-technical language and clearly explain the issue, legal provision, required action, and deadline. Assisted Digital Services: Provide help desks and facilitation centres for senior citizens, persons.

This proposal outlines a modernized Citizen Charter powered by automated compliance and rapid grievance redressal. It replaces complex, multi-page forms with an AI-driven Single Form that pre-fills income and business data using digital registries. To eliminate bureaucratic delays, the charter mandates a strict 10-Minute Service Redressal standard for standard queries, error corrections, and verification requests, enforced via automated tracking. It also integrates proactive notifications and transparent processing workflows, transforming tax administration from a coercive compliance regime into an accountable, citizen-centric service framework.

online tax return portal: the software is build with the assumption that user knows all the rules and regulations as if he/she is CA or tax advisor. But it should be made in view of user, where soemone can add its personal situation, source of income and other details in the background software should account this information as per the law and compute tax. This will be friendly approach rather creating fear of not knowing the rules and putting income at wrong place. You can see swiss apps for references. I am sure there are others as well. 2. systems are not NRI friendly. These are made in view of resident indian. For any clarification and/or update without Aadhar one is supposed to go pillar to post. 3. TDS FOR NRIs is very high rate and locking up potential to reinvest the proceeds from sale pf assets. Recovery of those money could be risky in the sense one stuck one or another regulation. There is no „Vishwas“ on NRI community.

I think it would be better if there is some credit point system on tax payment. This will incentivise the people and make system more friendly. Also credit rating of regular tax paying individuals should increase so they get easy loans and other benefits.
