The National Commission for Protection of Child Rights (NCPCR), in collaboration with MyGov, invites suggestions on the draft Standard Operating Procedure (SOP) on the “Prevention & Response Framework for Drugs & Substance Use among Children.”
The SOP is being developed by NCPCR in accordance with the Joint Action Plan on Prevention of Drugs and Substance Abuse among Children and Illicit Trafficking, 2021.
The proposed Framework will incorporate inputs received from various stakeholders, emerging best practices, recent research, and relevant recommendations contained in the NCORD Vision Document.
The Framework aims to provide a comprehensive and child-centric approach for the prevention, early identification, response, treatment, rehabilitation, and reintegration of children affected by drug and substance use and illicit trafficking.
Through this initiative, NCPCR seeks valuable suggestions from stakeholders and citizens to strengthen the proposed Framework and ensure a coordinated, effective, and rights-based response to address drug and substance use among children.

1)The issue needs a life cycle approach, drug testing for pregnant women and their husbands need to be mandatory to understand if the child is being raised in drug abuse environment.
2) Targetted SBCC designed to not scare but understand drugs and they’re impact need to implemented through the school life with age appropriate messaging
3) Counselling for parents in identified drug hotspots on how to handle and manage early drug use in children without creating a fearing environment where the child seeks drug’s to forget the abuse.
4) Simultaneously details drug value chain need to be studied to understand points where regulation and law is failing
5) Rehabs need to be strengthened and be developed with scientific practices. Safety of patients at rehabs has to be paramount

As a citizen, I would like to suggest a stronger age-verification and user-authentication system for social media platforms, particularly to protect children and teenagers.
Suggested system:
1. Face authentication at login
Social-media accounts could use secure face authentication or another strong identity-verification method when a user logs in from a new device.
2. Periodic user verification
The platform could periodically verify that the same authorized person is using the account, rather than allowing unrestricted account sharing. A 15-minute verification interval could be considered for high-risk activities, while less intrusive intervals may be appropriate for normal usage.
3. Age assurance
Platforms should verify whether the user is:

- 18 or older

I request NCPCR to prioritise preventing children from accessing or starting to use drugs and other harmful substances. Schools should conduct regular awareness sessions, and parents and teachers should learn to recognise early warning signs.
Schools, police and child-protection authorities should work together to identify areas where children are exposed to drugs and take timely action against those supplying them to children. The framework should provide a confidential reporting mechanism and clearly assign responsibility for acting on complaints.
Districts should regularly review prevention efforts and report the action taken. Children at risk should receive early counselling, while affected children should receive treatment and rehabilitation without stigma.
The focus should be on preventing substance use before it begins, not merely responding after harm occurs.

I think we should not only tell children what they should not eat or drink, but also explain what they should have instead. For example, instead of chocolates, chips, and sugary drinks, we can encourage them to eat fruits, dry fruits, nuts, and other healthy snacks. We should also educate them about the benefits of nutritious food in a simple and practical way. Schools and parents can play an important role by suggesting healthy alternatives and making them easily available. Simply saying “don't do this” is not enough; we should also show them the right way and explain how it can help them grow healthy and strong. • Mandatory Awareness session at school about the immediate and long term impact on physical mental and social health.
• Awareness session for parents about maintaining drug free environment at home and preventing influence of drug related activities in movies by Distancing.
Early Identification :
• Through anonymous box at school where children can share their problems without fear and inform of their friends or colleagues involvement in such activities.
• Through supervision of parents and teachers.
Treatment and Rehabilitation :
• Child centred care unit separate from adult ones
• Awareness and Encouragement for accepting and explaining their problems with parents care personnel and doctors.
Reintegration :
• Inclusion of various creative activities, different sports etc along with rewarding and appraisals for effort and growth and creating home like environment.

I am writing this representation with deep concern regarding a situation in my residential society that has affected not only me and my family but also several young children who participated in devotional and cultural activities organised within our society's temple premises.
I request your kind attention to this matter because I believe that temples should be places of devotion, learning, compassion, and unity, especially for children who are beginning to understand their religious and cultural heritage.
