The National Commission for Protection of Child Rights (NCPCR), in collaboration with MyGov, invites suggestions on the draft Standard Operating Procedure (SOP) on the “Prevention & Response Framework for Drugs & Substance Use among Children.”
The SOP is being developed by NCPCR in accordance with the Joint Action Plan on Prevention of Drugs and Substance Abuse among Children and Illicit Trafficking, 2021.
The proposed Framework will incorporate inputs received from various stakeholders, emerging best practices, recent research, and relevant recommendations contained in the NCORD Vision Document.
The Framework aims to provide a comprehensive and child-centric approach for the prevention, early identification, response, treatment, rehabilitation, and reintegration of children affected by drug and substance use and illicit trafficking.
Through this initiative, NCPCR seeks valuable suggestions from stakeholders and citizens to strengthen the proposed Framework and ensure a coordinated, effective, and rights-based response to address drug and substance use among children.

The proposed SOP can be strengthened through a clear child-first pathway: Prevent → Identify → Protect → Treat → Recover → Reintegrate → Follow-up. I suggest assigning a responsible case coordinator for each identified child, establishing time-bound referral protocols, maintaining a district-level directory of child-friendly treatment and rehabilitation services, and ensuring continuity of education and family support. The framework should also strengthen prevention around schools and child-care institutions, protect confidentiality, include child participation, and create a parallel protection response where substance use is linked to trafficking or exploitation. Finally, monitoring should focus on outcomes such as referral completion, treatment continuity, education retention/re-entry, safe reintegration and follow-up—not merely the number of cases recorded.

I'll try to share what I know about it. I know everyone will say, "Do this and that for your children to keep them away from drugs."But has anyone thought why the child takes this drug, whether he gets addicted to it or is forced to do it, or something else?No matter how many methods you adopt, you will not be able to remove the addiction from the minds of children. Whatever hard methods we adopt, it will result in the child not drinking in front of you but he will enjoy it secretly.You will attract him towards this through these methods, even if he remains silent in future, this will remain in his mind and someone or the other will fulfill his wish.This is what we have to understand, who is fueling this desire, or who is inspiring these drugs to be taken. You will be surprised to know that in today's time, youth between the age of 11 to 25 years consume the most drugs.I can't sum up my thoughts and ideas in these 1000 words. I have prepared a comprehensive framework for the NCPCR's draft Standard Operating Procedure on the "Prevention & Response Framework for Drugs & Substance Use among Children." My submission centers on viewing the child as a victim requiring care rather than an offender.
First, I proposed enforcing strict 100-yard drug-free buffer zones around schools and creating peer-led wellness clubs. Second, I emphasized anonymous reporting mechanisms and non-punitive school policies to ensure early identification without social stigma.
Third, I advocated for specialized pediatric de-addiction centers, mental health integration, and regulating over-the-counter drugs. For rehabilitation, I highlighted halfway homes and academic re-enrollment.
Lastly, I stressed that children used in illicit trafficking must be legally treated as victims of exploitation, urging rigorous penalties for adult exploiters.

Accessible treatment and rehabilitation: Affordable and stigma-free counselling, de-addiction services, medical treatment, rehabilitation, and long-term follow-up should be available, particularly in underserved rural and semi-urban areas.
Family and community participation: Parents and caregivers should receive guidance on communication, early identification, and supportive responses.

The SOP should take a child-friendly and preventive approach to protect children from drug and substance use. Schools, families and communities should be given greater awareness about early warning signs, risk factors and ways to seek help. Children who may be at risk should be identified early and supported without stigma, fear or discrimination.
Counselling and mental health support should be easily accessible, with timely referral to appropriate treatment and rehabilitation services when required. Special care should be given to children affected by trafficking, exploitation or unsafe environments.
Schools, police, healthcare providers, Child Welfare Committees, District Child Protection Units and community organisations should work together through a clear referral and follow-up system. Families should also receive guidance on prevention and recovery. Most importantly, children should be treated with dignity and their privacy protected throughout the process.

Most revered Sir,Pranam.For ethical governance to improve ethical index in governance,three suggestions with no cost are.1:Display of ACB/ CBI Toll free nos & WhatsApp no in all offices with message if anyone asks for bribe than call.2:Signed integrity pledge from all employees with annual IPR be taken & be uploaded on portal.it must be mandatory.From class one employees ,it shall be taken up to 65 years age.3:Topic of ethical governance & spiritual living be included as a administrative reform

Respected Sir,Pranam.This was experimented in Jaipur,Rajasthan by police department & results were encouraging to caught people involved.Ethical governance & spiritual living is most appropriate solution for this.Govt. shall discourage use of Tobacco & liquor by imposing more sin tax.Revenue may be compensated by lesser subsidies ,lesser crimes,lesser expenditure on Health etc.Spiritual organisations,NGOS,religious trusts,Gurus be involved in this.Adevertisment be banned.Ethical governance……….

Respected Sir,Pranam.Parents,teachers in school & college education needs to be very sensitive,dutiful,love full in performing their role.They have regular interactions with children to timely know the situation.Affected children needs love,care,time,moral support,holistic treatment etc.They may change & lead a normal life.Around schools,colleges, coaching centres etc,sealed & locked boxes be placed & students be asked to give any information for network of drugs & substances.Secrecy be kept.
