The Gujarat Model - Adarsh Gram, Tirthgram Yojana need to have a clause on Watershed Management as well. The respective Vidhayak first, then DDO, then TDO and finally Talati has to be responsible for the implementation of the same. Government can fix a deadline for completing atleast one water conservation effort within next 3 years. Such project will also bring employment (though very temporary in nature) for the unskilled rural labor.

Nationalise the Rivers, Dam. Similar to Golden quadrilateral for Highways. Water pipeline should be laid along with Golden quadrilateral and thus connecting all rivers locally. The flow should be either way water going from pipeline for local distribution as well as excess water distributed through pipeline. Additional land acquisition not required.Constructing the dam at the end point where the rivers getting into sea will help in reverse distribution thro pipe line and Hydro power genr also.
Sir, we know that "One Famous Old Empire of India" had made one big fort but unfortunately not remembering and committed one big mistake that "the necessity and importance of water". for only that reason the fort is unused till date, so we have to remember the importance of water, we have to preserve the same for our coming generations. If any problem arises in future between people or country the reason will be "WATER"
All over India we do have some ammount of ground water, but majority of it is poluted by different means, one of them is underground septic tanks build by government sauchalays, now since the movement is on on Swatch Bharath Abiyan, we should make sure that the tanks built are of good quality, so that it does not leak and polute the ground water, also there should be provison to despose this once the tank fills or else its could be another reason for water polution it desposed in open
Ground water management of waterlogged areas and the sodic land patches around the country should be done for the reclamation of the land.
Aquaculture practices should be adapted in such waterlogged areas.

For watershed management we Indians have a very successful living example in front of us here in India itself. That is Dewas district of Madhya Pradesh. Through farm pound and community pound they not only came out of water crisis, but increased their income and many families came out of poverty. Every year this district attracts many foreigners who come to Dewas to study its success story. I request modiji to take success of Dewas district to rest of the country.
