Proposing a complete overhauling of the current system, the Overarching Committee on assessment and accreditation of higher education institutions (HEIs), suggested a more simplified “Accredited, Awaiting Accreditation and Not Accredited” system, instead of the present 8-point grading system of National Assessment and Accreditation Council (NAAC). Other proposals include reducing the periodicity for re-accreditation to three years and categorising HEIs into two groups based on orientation and vision, and heritage and legacy. NAAC’s accreditation process has been under the scanner recently over serious allegations against the functioning of the Council and malpractices in the grading process.
The ministry of education in November 2022 constituted the committee headed by Dr K Radhakrishnan, chairperson, the Standing Committee of IIT Council.
what
Outcome-Based Assessment: Emphasize outcome-based assessment to evaluate the effectiveness of higher education institutions in achieving desired learning outcomes and producing competent graduates. Shift the focus from inputs and processes to measurable outcomes, including knowledge, skills, and competencies acquired by students. This approach will help align the assessment process with the expectations and demands of the job market and society.
Stakeholder Engagement: Involve various stakeholders in the assessment and accreditation process, including faculty, students, alumni, employers, and local communities. Seek their feedback and perspectives to gain a comprehensive understanding of the institution's impact and effectiveness. This can be done through surveys, interviews, focus groups, and other mechanisms to collect qualitative and quantitative data.
Continuous Improvement Approach: Promote a culture of continuous improvement by integrating periodic assessment and accreditation with ongoing internal quality assurance mechanisms within institutions. Encourage institutions to develop robust internal quality assurance systems that involve regular self-assessment, data collection, analysis, and action plans to address identified areas of improvement. This will ensure that institutions are engaged in a continuous process of self-reflection and enhancement.
Multiple Dimensions of Assessment: Expand the assessment criteria to encompass multiple dimensions of institutional performance. This can include factors such as teaching and learning outcomes, research and innovation, faculty qualifications and development, student support services, infrastructure, governance, community engagement, and global perspectives. A comprehensive assessment framework will provide a holistic view of an institution's strengths and areas for improvement.
Transparent and Standardized Criteria: Establish clear and transparent criteria for assessment and accreditation that are applicable to all higher educational institutions. These criteria should be developed in consultation with stakeholders, including educators, administrators, students, industry experts, and accrediting bodies. Standardization will ensure consistency and fairness in the evaluation process.
