The National Council for Vocational Education and Training (NCVET) was notified as an overarching skills regulator on 5th December 2018 vide notification No. SD-17/113/2017-E&PW

The NCVET will regulate the functioning of entities engaged in vocational education and training, both long & short-term, and establish minimum standards for the functioning of such entities.

Pursuing its mandate, NCVET has developed a draft of the ‘Guidelines for Recognition of the Awarding Bodies’. These guidelines are an attempt to standardize operations and outcomes of the Awarding Bodies (ABs) in the skills ecosystem. This will lead to improvement in quality and market relevance of skill development programs lending credibility to vocational education and training, encouraging greater private investment and employer participation in the skills space.
Guidelines define scope, criteria, tenure and detailed process of recognition as an AB. A robust mechanism of monitoring and evaluation based on well-defined parameters forms integral part of the guidelines.
The AB guidelines are structured as eligibility criteria and continuance criteria. The eligibility criteria ensures that ABs demonstrate required sustainable capacity earmarking the basic minimal organizational requirements and necessities. The continuation criteria ensures continuity of an awarding body based on its performance against the monitoring and evaluation parameters.

Sir,
The Government may charge user charges from all Offices , CABs, Universities and all government department some minimum charges for usage of PFMS portal. This will help government to meet expenditure on maintenance and upgradation of the portal

The Government has launched GeM portal successfully and connected the buyers and sellers for Government Departments. The scope can be further expanded and portal may allowed to be used by private buyers also. The sellers in the portal may be charged minor fee which will help government in meeting expenditure incurred on maintenance of portal.

Awarding bodies means proper arrangement of training and how could develop it and emplement it suitably. In my view it should totally based on swadeshi concept.a swadeshi mechanism should develop to solve problems. Practical and theory of training is totally based on ground reality.mentality and sociology of society should be a part of training.moral view also be a part of training programme.

At least 1 vocational subject should me made compulsory from ssc level and it should be taken seriously at all level, this training should be given to the students who are really intrested in particular subject through a general low level exam with general gist of that particular subject as in polytechnics we get the subject as per the choice

So that we have to change way to teach students.as of now, most of the institutions across india are focusing on theoretical knowledge rather than practical knowledge. First of all, we need to upgrade our institutions by upgrading their labs with new technologies. If the candidate has gone through skill development course or training in institute registered on this platform, then his skill can be entered by institute. Institutes can be rated by employers based on their experience with performance of employed. This rating shall be visible to job seekers and employers. This closed loop on-line feedback shall be used to review the performance of Awarding Bodies

Gone through the guidelines. With my available knowledge, I feel that everything has been included in the guidelines. The standardisation was need of the hours. The issue of the guidelines will strengthen existing practice. Well done.
