The Income Tax Department, Ministry of Finance, Government of India, in collaboration with MyGov, invites innovative ideas and constructive suggestions from citizens, taxpayers, professionals, businesses, students, and other stakeholders to strengthen taxpayer services and contribute towards building a more transparent, efficient, and taxpayer-friendly tax administration. This participatory initiative provides a platform to share practical ideas for enhancing taxpayer awareness, simplifying compliance processes, improving digital taxpayer services, and promoting ease of compliance.

Suggestions may also focus on strengthening service delivery, leveraging emerging technologies such as Artificial Intelligence (AI), improving grievance redressal mechanisms, enhancing taxpayer education and outreach, and introducing innovative solutions to improve the overall taxpayer experience. Your valuable ideas will contribute towards making tax administration more accessible, technology-driven, citizen-centric, and responsive, while supporting the vision of Viksit Bharat 2047 through better public service delivery, participatory governance, and greater taxpayer trust.

Introduce a simple 'Tax Basics' module in school/college curriculum (Class 11-12 Commerce, or a short online certificate course) — teaching young citizens how income tax, deductions, and filing work before they start earning. This builds a tax-literate generation early, reducing future compliance errors and confusion."

To build a culture of compliance for the future, the Department should introduce a 'Tax Literacy Volunteer' program for commerce and law students. University students can earn academic credits by conducting free workshops for local vendors, gig workers, and senior citizens to explain the new tax regime and basic filing processes. This not only expands taxpayer education but also aligns with the youth-driven vision of Jan Bhagidari (people's participation).

For small business owners and gig workers, managing advance taxes, TDS, and GST can be overwhelming. I suggest creating a unified 'MSME Tax Dashboard' on the e-filing portal. This dashboard would sync their bank statements securely (via the Account Aggregator framework) to provide a real-time estimate of their upcoming tax liabilities throughout the year. Providing a predictive view of taxes will prevent year-end financial shocks and improve ease of doing business.

While digital services are excellent, many rural citizens and small business owners still struggle with digital literacy and fall prey to unauthorized agents. I propose collaborating with India Post to set up 'Digital Tax Kiosks' in post offices. Citizens can visit their trusted local post office to get secure, biometric-authenticated help with PAN-Aadhaar linking, basic ITR filing, and understanding notices, making tax compliance accessible in the remotest parts of Viksit Bharat.

Many taxpayers feel frustrated when their grievances are closed without clear resolution. I suggest introducing a visual, real-time 'Grievance Tracker'—similar to how food delivery apps track orders. Instead of a generic 'Pending' or 'Closed' status, the portal should show exactly which desk or assessing officer the file is currently with, the expected resolution date, and a mandatory text field where the officer must explain why a ticket is being closed. This will ensure absolute accountability.

To make the tax administration truly citizen-centric, the Income Tax Department should eliminate 'no-reply' automated emails. When a taxpayer receives a query, notice, or discrepancy alert via email, they should be able to hit 'Reply' and attach clarification documents or ask a question directly in that same thread. Enabling direct, two-way communication reduces the friction of logging into the portal for minor clarifications and humanizes the department.

In the revised Citizen Charter, special attention must be given to senior citizens and persons with disabilities (Divyangjan). I suggest setting up a dedicated, toll-free 'Video-Call Helpdesk.' Agents can use secure screen-sharing to guide elderly taxpayers step-by-step through the e-filing process or grievance registration, ensuring they do not have to rely on expensive third parties or physically visit tax offices.

Currently, discrepancies between a taxpayer's return and their Annual Information Statement (AIS) often result in post-filing scrutiny notices, causing anxiety. I suggest using AI to proactively flag mismatches while the user is drafting their return on the portal, before they hit submit. Giving taxpayers a friendly 'early warning' to correct data entry errors voluntarily will reduce the department's litigation burden and make the tax administration feel more supportive and non-adversarial.

To reward honesty, I propose a 'Green Channel' or loyalty program for taxpayers who have consistently filed accurate returns on time for over 5 or 10 years. These 'Honest Taxpayers' should be granted perks such as prioritized, faster refund processing, a dedicated fast-track queue for grievance redressal, and a digital 'Nation Builder' certificate. Recognizing honesty with tangible service benefits will strongly incentivize long-term voluntary compliance.

To leverage emerging technologies, the IT Department should launch an AI-driven 'Tax Mitra' integrated with WhatsApp and the e-filing portal. This AI bot should be capable of reading official tax notices and translating them into simple, non-threatening summaries in local regional languages. Furthermore, it should provide 24/7 step-by-step guidance for basic queries, ensuring that language barriers and legal complexities do not hinder compliance for rural or non-English speaking taxpayers.
