      The Income Tax Department invites constructive suggestions from citizens, taxpayers, professionals, businesses, and other stakeholders to strengthen its Citizen Charter and make it more transparent, citizen-centric, accessible, and responsive to the evolving needs of taxpayers.

      The Citizen Charter reflects the Department's commitment towards delivering quality taxpayer services by defining service standards, timelines, taxpayer rights, and responsibilities. As part of its continuous efforts to improve taxpayer experience in line with the vision of Viksit Bharat 2047, the Department seeks practical suggestions and innovative ideas to further enhance the Citizen Charter.

      Suggestions may be submitted on, but are not limited to, the following areas:

      • Improving taxpayer services and service standards.
      • Simplifying taxpayer interactions with the Income Tax Department.
      • Enhancing transparency, accountability, and service delivery.
      • Strengthening grievance redressal mechanisms.
      • Improving accessibility for senior citizens, women, persons with disabilities, and first-time taxpayers.
      • Promoting digital service delivery and ease of compliance.
      • Making the Citizen Charter easier to understand through simplified language and better communication.
      • Any other suggestions that can make the Income Tax Department more citizen-friendly, efficient, and responsive.

      To ease the anxiety of young professionals entering the workforce, the Citizen Charter should mandate a 'First-Time Filer Welcome Protocol.' When a new taxpayer registers on the e-filing portal, instead of a blank dashboard, they should receive an interactive digital welcome kit. This kit would highlight their fundamental rights under the Charter, provide a simple visual tax calendar, and offer a basic tutorial on how to read their Annual Information Statement (AIS). Proactively educating youth builds lifelong trust and voluntary compliance.

      The revised Citizen Charter should officially establish the 'Right to a Digital Hearing' as the default standard. Except in cases of severe fraud or search and seizure, no taxpayer should be forced to physically visit an Income Tax office. All clarifications, document submissions, and appellate hearings must be conducted via secure video conferencing by default, saving taxpayers immense travel time and reducing the scope for physical harassment.

      A core pillar of a citizen-friendly department is communication. The Citizen Charter should include a strict 'Plain Language Mandate.' It should legally require that the first page of any tax notice or intimation must be a 'Summary Sheet' written in non-legal, 8th-grade level language (available in Hindi, English, and regional languages). It must clearly state: 1) What is the issue? 2) How much money is involved? 3) What action must the taxpayer take? 4) What is the deadline?

      To improve accessibility, the updated Citizen Charter must legally mandate a 'Priority Queue' for senior citizens (above 75 years) and persons with disabilities (Divyangjan). Digitally, their grievances and refund processing should be flagged by the system for fast-track clearance within half the standard time. Physically, every Income Tax office should have a designated, ground-floor 'Sugamya' (Accessible) help desk exclusively for them, minimizing their need to navigate multiple floors or departments.

      To enhance accountability and service delivery, the Department should introduce a post-interaction rating system, similar to e-commerce platforms. After an assessment is completed or a grievance is closed, the taxpayer should receive an SMS link to rate their experience out of 5 stars based strictly on the metrics defined in the Citizen Charter (fairness, courtesy, and timeliness). These aggregated ratings should form a component of the assessing officers' annual performance appraisals.

      Currently, when a grievance surpasses its timeline, taxpayers do not know who to contact next. I suggest integrating a dynamic 'Escalation Matrix' directly into the e-filing portal. If a filed grievance crosses the Charter's timeline, an 'Escalate' button should automatically appear, allowing the taxpayer to instantly forward the issue to the next higher authority (e.g., from Assessing Officer to Joint Commissioner) with a single click, without having to draft a new complaint.

      The current Citizen Charter is often viewed as a dense legal document. I propose creating a 'One-Page Visual Charter' that uses infographics instead of paragraphs. This visual charter should clearly highlight 'Your 5 Rights' and 'Your 5 Responsibilities' alongside a simple timeline matrix (e.g., Refund: X days, Grievance: Y days). This simplified version should be prominently displayed on the e-filing portal dashboard and mandated to be pasted at the entrance of every Aayakar Bhavan (Income Tax Office) across the country.

      To truly enforce the Citizen Charter’s promised timelines, I suggest introducing an automatic 'Charter Breach Compensation' clause. If the Department fails to resolve a grievance, process a refund, or issue a certificate within the timeline defined in the Charter (e.g., 60 days for grievances), the taxpayer should automatically be credited a nominal digital penalty or compensation (e.g., ₹100 per day of delay) directly to their linked bank account. Financial accountability will ensure that the published timelines are strictly adhered to.

      The income tax should be dismissed. Saudi Arabia have no income tax and imposing income tax is very stressful for hard earning person.
